20142021 SANTA ANA HOUSING ELEMENT AND PUBLIC SAFETY ELEMENT UPDATES <br />CITY OF SANTA ANA <br />3. Environmental Analysis <br />b) Create a significant hazard to the public or the environment through reasonably foreseeable <br />upset and accident conditions involving the release of hazardous materials into the <br />environment? <br />Less Than Significant Impact. Future developments anticipated by the Housing Element may be located in <br />the vicinity of sites where hazardous materials are contained. Releases of hazardous materials may occur <br />during a natural disaster. Likewise, improperly stored containers of hazardous substances may overturn or <br />break, pipelines may rupture, and storage tanks may fail. However, future development projects would be <br />subject to CEQA review and analyzed for the potential release of hazardous materials into the environment. <br />Impacts associated with hazardous materials due to the adoption of the Housing Element would be less than <br />significant. <br />c) Emit hazardous emissions or handle hazardous or acutely hazardous materials, substances, or <br />waste within one - quarter mile of an existing or proposed school? <br />Less Than Significant Impact. The proposed project consists of an updated determination of housing <br />needs within the City, and revisions to the policies and procedures the City uses in addressing those needs. In <br />total, the identified housing opportunity areas encompass over 800 acres and portions of these sites are <br />within one - quarter mile of existing and /or proposed schools. <br />The proposed project itself would not directly emit hazardous emissions, and would not involve the handling <br />of hazardous or acutely hazardous materials. Residential development in accordance with the Housing <br />Element, is not characterized by the use of hazardous materials. Future projects, however, would be subject <br />to CEQA review as well as compliance with regulatory requirements. Impacts associated with hazardous <br />materials due to the adoption of the Housing Element would be less than significant. <br />d) Be located on a site which is included on a list of hazardous materials sites compiled pursuant to <br />Government code Section 65962.5 and, as a result, would it create a significant hazard to the <br />public or the environment? <br />Less Than Significant Impact. Future developments anticipated by the Housing Element may be located in <br />the vicinity of known hazardous materials sites. Through the City's environmental review process, it would be <br />determined if a potential development site is on or within the immediate vicinity of any known hazardous <br />material site. Where appropriate, mitigation measures would be required for specific projects to reduce <br />potential hazards to the public. Impacts associated with hazardous materials due to the adoption of the <br />Housing Element would be less than significant. <br />e) For a project located within an airport land use plan or, where such a plan has not been adopted, <br />within two miles or a public airport or public use airport, would the project result in a safety <br />hazard for people residing or working in the project area? <br />No Impact. The John Wayne Airport is approximately one mile southeast of the City of Santa Ana. In 1975 <br />the Airport Land Use Commission (ALUC) of Orange county adopted and Airport Environs Land Use Plan <br />( AELUP, amended April 17, 2008). The AELUP is a land use compatibility plan that is intended to protect <br />the public from adverse effects of aircraft noise, to ensure the people and facilities are not concentrated in <br />December 2093 The Planning Center i DC&E, • Page 53 <br />75A -75 <br />
