2014 -2021 SANTA ANA HOUSING ELEMENT AND PUBLIC SAFETY ELEMENT UPDATES <br />CITY OF SANTA ANA <br />3. Environmental Analysis <br />b) Police protection? <br />Less than Significant Impact. The City of Santa Ana operates its own police department, with its <br />headquarters located in Civic Center Plaza. The Police Department maintains two Public Safety Satellite <br />Offices or communication points throughout the City rather than traditional precinct stations. Mutual aid <br />agreements have been set up with all cities in Orange County, providing the Santa Ana Police Department <br />with backup assistance when necessary. The City estimates future needs for police protection service based <br />on growth projected in the City's General Plan. <br />New developments anticipated to achieve the Housing Element goals could increase police protection service <br />needs in the City, and may require improvements to existing facilities or increases in staffing and equipment. <br />As with fire services, EIRs were certified for Metro East and TZC that were required to address public <br />service demands. The Harbor Corridor Specific Plan and EIR are anticipated to be completed and approved <br />by early 2014 and will include an impact assessment of police services. <br />Furthermore, the City's Public Safety Element update includes policies regarding Santa Ana Police <br />Department's police call response times, annual assessments with regards to the efficiency of police fleets and <br />personnel deployment plans as related to police call patterns, and continuation of "storefront" Public Safety <br />Satellite Office programs. <br />Moreover, each future development would be subject to CEQA review and evaluation of potential impacts <br />on the police department. Impacts to police protection due to adoption of the Housing Element would be <br />less than significant and no mitigation measures are necessary. <br />c) Schools? <br />Less than Significant Impact. The Santa Ana Unified School District, Tustin Unified School District, <br />Garden Grove Unified School District, and Orange Unified School District boundaries all cover partial <br />portions of Santa Ana and provide school services to its residents. Development of additional housing could <br />increase the demand on schools; therefore, additional facilities and staffing may be necessary to accommodate <br />the growth. The potential housing development impact on schools was required to be addressed in the EIRs <br />certified for the Metro East and TZC projects, and will be addressed in the upcoming Harbor Corridor <br />Specific Plan EIR. Future development would be subject to project - specific CEQA review and impacts on <br />school facilities would be considered. Impacts to schools due to adoption of the Housing Element would be <br />less than significant and no mitigation measures are necessary. <br />d) Parks? <br />Less than Significant Impact. Approval of the Housing Element would not impact parks or any <br />recreational facility; however, residential development in accordance to the Housing Element could increase <br />demands on parks and recreational facilities. A programmatic level analysis of park impacts was required in <br />the EIRs certified for the Metro East and TZC projects, and will be addressed in the upcoming Harbor <br />Corridor Specific Plan EIR.
