2014 -2021 SANTA ANA HOUSING ELEMENT AND PUBLIC SAFETY ELEMENT UPDATES <br />CITY OF SANTA ANA <br />3. Environmental Analysis <br />3.16 TRANSPORTATION/TRAFFIC <br />a) Conflict with an applicable plan, ordinance or policy establishing measures of effectiveness for <br />the performance of the circulation system, taking into account all modes of transportation <br />including mass transit and non - motorized travel and relevant components of the circulation <br />system, including but not limited to intersections, streets, highways and freeways, pedestrian <br />and bicycle paths, and mass transit? <br />Less Than Significant Impact. The proposed project consists of an updated assessment of housing needs <br />within the City, and changes to the policies and procedures the City uses in addressing those needs. Future <br />development to meet the housing goals could result in an increase in vehicle trips that would have the <br />potential to affect traffic service levels and result in congestion at intersections within the City. In addition, <br />approximately ten acres of land along Harbor Boulevard would need to be rezoned as strictly residential. The <br />Harbor Corridor Specific Plan, which accommodates and addresses this land use change, is anticipated to be <br />adopted in early 2014. Any future roadway and circulation improvements proposed as part of the <br />entitlements and individual projects would also be reviewed. Therefore, any impacts associated with traffic <br />due to the adoption of the Housing Element would be less than significant. <br />Public transit service is provided to the City of Santa Ana by the Orange County Transportation Authority <br />and there are several existing bicycle routes within the City (OCTA 2013). The project itself would have no <br />impact on facilities for alternative transportation, such as bus turnouts, bicycle routes, or pedestrian walkways. <br />However, any future development would comply with adopted policies, plans or programs that support <br />alternative transportation. Impacts with adopted policies, plans, or programs due to the adoption of the <br />Housing Element would be less than significant. <br />b) Conflict with an applicable congestion management program, including, but not limited to level <br />of service standards and travel demand measures, or other standards established by the county <br />congestion management agency for designated roads or highways? <br />Less Than Significant Impact. Development anticipated by the Housing Element could contribute to <br />cumulative countywide traffic impacts. However, any future projects would be evaluated for potential traffic <br />impacts through the CEQA process and appropriate mitigation measures may be required. Therefore, <br />impacts associated with traffic due to the adoption of the Housing Element would be less than significant <br />and no mitigation measures are necessary. <br />c) Result in a change in air traffic patterns, including either an increase in traffic levels or a change <br />in location that results in substantial safety risks? <br />No Impact. The potential increase in housing and population due to the Housing Element would not be <br />anticipated to increase the use of the John Wayne Airport to a level that would significantly increase air traffic <br />levels or require a change in air traffic patterns. Potential hazards associated with development proximate to <br />the airport and within the boundaries of the AELUP would be analyzed on a project -by- project basis and <br />subject to CEQA review.
