In a city with an <br />average household size of 4.4, the <br />lack of three - bedroom units <br />contributes to overcrowded <br />conditions and increased <br />deterioration of the existing housing <br />stock. <br />Source: RealFacts, 2013 <br />JV14 <br />HOUSING NEEDS <br />HOUSING RENTS AND AFFORDABILITY <br />Apartments and rental single - family homes provide an important housing option <br />for young adults, families, and seniors. The majority of Santa Ana's apartments <br />were constructed prior to 1980. These apartments therefore generally do not <br />support the demographics of the City's current renter households. Whereas 23 <br />percent of Santa Ana's households consist of six or more people, a survey of over <br />8,500 units in multi - family apartment complexes in Santa Ana revealed that only <br />approximately 3 percent offer three or more bedrooms (see Chart A -18). <br />RealFacts reports that out of the City's 38 apartment complexes there is only one <br />Class A apartment property in Santa Ana. A Class A apartment is one in a <br />favorable location with high quality in -unit features, on -site amenities, and good <br />accessibility. There is also only one Class B property; typically this class of <br />property is older than Class A and in less favorable locations but has a lower rent. <br />The majority of the apartment properties (roughly 90 percent) are categorized as <br />Class C, older units with deferred maintenance that are often in lower income <br />areas of the City. <br />According to RealFacts, the average Santa Ana apartment rent in 2007 was $1,363 <br />(equal to $1,535 in 2013 inflation adjusted dollars). Although home sales prices <br />have dropped rental prices have not kept pace with inflation. The average <br />apartment rent in Santa Ana was $1,497 in July of 2013, a 13 percent increase over <br />4 years. Santa Ana is not the only Orange County city to experience rising rental <br />costs —rents throughout the county have reached an all -time high. Although rents <br />have increased over the decade while the median income of Santa Ana's renter <br />households has remained relatively flat, on average the units surveyed remained <br />affordable to low and moderate income households, as shown in Table A -3.
