HOUSING NEEDS <br />Housing and Services <br />Meeting the complexity of housing and service needs ofpeople with disabilities in <br />Santa Ana requires a comprehensive housing strategy. The strategy should <br />include facilitating independent living through in -home modifications, providing <br />suitable housing opportunities, allowing for supportive services, and <br />implementing existing state and federal law. In other cases, the preferred strategy <br />is to provide, through land use planning and zoning, appropriate locations where <br />supportive housing can be provided. <br />For people with physical or mobility limitations, the California Administrative <br />Code Title 24 sets forth access and adaptability requirements that apply to public <br />buildings, employee housing, manufactured housing, and privately funded and <br />newly constructed apartment houses. For federally assisted new construction, <br />federal law requires that at least 5 percent of dwelling units must be accessible to <br />persons with mobility disabilities, and an additional 2 percent of units must be <br />accessible to persons with hearing or visual disabilities. <br />Although home modifications can improve the ability of people to live in <br />independent housing, many individuals may require more extensive care. <br />Table A -6 and the discussion below summarize the various licensed care housing <br />options for people with disabilities in Santa Ana. <br />■ Adult Residential Care . These facilities provide 24 -hour nonmedical care for <br />adults ages 18-59 who are unable to provide for their own daily needs. Adults may <br />be physically, developmentally, and/or mentally disabled. <br />• Group Homes. Group homes are facilities that provide 24 -hour nonmedical care <br />and supervision to children in a structured environment. Group homes provide <br />social, psychological, and behavioral programs for troubled youths. <br />• Alcohol and Drug Rehabilitation. These are facilities licensed by the Department <br />ofAlcohol and Drug Programs for 24 -hour residential nonmedical alcoholism or <br />drug abuse recovery or treatment serving adults. <br />• Skilled Nursing. These facilities are institutions that are primarily engaged in <br />providing skilled nursing care and related services for residents who require <br />medical or nursing care, or rehabilitation services. <br />• Immediate Care Facility. A facility for individuals ages 0 -59 with developmental <br />disabilities who require higher level assistance in meeting daily living needs. The <br />facility's focus is to provide care to residents ranging from 24 hour personal care to <br />supportive health services. <br />Several agencies provide services to people with disabilities. The Dayle <br />McIntosh Center and Goodwill Industries provide programs to improve the <br />income and quality of life of disabled persons, such as job training, <br />independent living skills training, and barrier -free housing referrals. Goodwill <br />Industries also operates a fitness center in Santa Ana designed for people with <br />disabilities.
