Housing Constraints <br />This chapter provides the requisite analysis of potential and actual market, <br />governmental, and environmental constraints to the production, maintenance, <br />and improvement of housing pursuant to state law. <br />OVERVIEW <br />Various factors influence the City's ability to meet its housing goals. These <br />include governmental constraints, such as land use regulations, and <br />nongovernmental constraints, such as market and environmental factors. State <br />law requires the housing element to analyze potential and actual constraints to <br />the production, maintenance, and improvement of housing for persons of all <br />income levels and persons with disabilities. <br />This chapter analyzes three potential constraints: <br />• Market factors: such as land costs, construction and rehabilitation costs, the <br />availability of financing, and recent trends in foreclosures. <br />• Governmental factors: such as land use regulations, development standards, <br />building codes, permit procedures, and other local policies. <br />• Environmental factors: such as the adequacy of infrastructure, public <br />services, and water supply to support new development. <br />The constraints analysis must also describe the City's efforts to address and, <br />where appropriate and legally possible, to remove governmental constraints when <br />they prevent achievement of state and local housing production goals with respect <br />to the maintenance, improvement, and development of housing. State law does <br />not require cities to remove market constraints to achieving its housing goals, but <br />cities can influence and offset potential impacts. <br />To that end, this chapter reviews the City's General Plan, Zoning Code, <br />Consolidated Plan, Analysis ofImpediments to Fair Housing, Housing Authority <br />Plans, and other planning documents to analyze policies and governmental <br />regulations that may limit housing opportunities in Santa Ana.
