HOUSING CONSTRAINTS <br />PERMITTED HOUSING OPPORTUNITIES <br />The City's Zoning Districts specify the types of housing allowed, specific lot <br />coverage and development standards, and the permitting process for each use. <br />Table B -2 summarizes the housing types allowed in each zoning district and <br />whether the housing is permitted by right (denoted as "P" in the table) or <br />conditionally permitted (denoted as "C "). The Zoning Code is silent in areas <br />where state law preempts local land use regulations and the City's practice is to <br />comply with state law. In 2006, the City amended the <br />Zoning Code to continue to allow single - family residences with six or fewer <br />bedrooms as a by right use, but require single - family residences with seven or <br />more bedrooms to secure a conditional use permit. This was due to a number of <br />factors, including mansionization concerns, parking constraints in <br />neighborhoods, and the desire to preserve neighborhood character. <br />Two - family residences are permitted by right in the Rl and R2 zoning districts. <br />Townhouses are permitted in the R2 and R3 zoning districts. Multiple - family <br />residences (three or more units per structure) are permitted by right in the R3 and <br />R4 zones. The current General Plan Land Use Element does not have a <br />J�A corresponding land use designation for the R3 and R4 residential zones, but <br />B -8 CITY OF SANTA ANA GENERAL PLAN HOUSING ELEMENT <br />
