HOUSING CONSTRAINTS <br />emergency shelters. As of January 2013, approximately 995 acres of industrial <br />zoned land were identified as opportunities areas for new construction and <br />modification of existing buildings for emergency shelters. These areas would be <br />included in the Overlay, and are also within 1.5 miles from transit services. The <br />development standards in industrial zones will apply, as well as standards allowed <br />under Senate Bill 2 including a requirement for a site - specific operation and <br />management plan. <br />DEVELOPMENT REGULATIONS <br />The Zoning Code establishes residential development standards to promote a <br />livable environment—adequate yards for open space, height restrictions and <br />setbacks to ensure privacy from adjacent homes, and in some cases minimum unit <br />sizes to ensure sustainable and adequate living areas. This section analyzes <br />residential development regulations in a twofold manner: 1) development <br />standards that apply Citywide; and 2) development standards that apply to areas <br />that will accommodate housing needed to address the RHNA. <br />Citywide Development Standards <br />Table B -3 shows common residential development standards in Santa Ana, such <br />as density ranges, lot standards, open space, and building standards. These <br />residential development standards apply to more urbanized areas of the <br />community that have long - established land use and development patterns.
