HOUSING CONSTRAINTS <br />Parking Standards <br />The provision of adequate parking in Santa Ana is an important issue. Adequate <br />parking is needed to prevent traffic congestion caused by shortage of parking <br />spaces and the unloading of trucks on public streets, improve the efficiency of <br />roadways, protect the public safety, and provide for the special needs of the <br />physically handicapped. At the same time, parking requirements can deter the <br />production of housing if the standards bear little relation to need. Thus, parking <br />standards must be adequate to ensure sufficient spaces to serve residential uses, <br />but not create an actual constraint to housing development. <br />As an older established community many neighborhoods in the City are <br />characterized by residences with smaller, unusable garages. Moreover, as <br />discussed earlier, a significant portion of the multiple - family projects built before <br />1990 lacked adequate parking which, in tandem with overcrowding, has created <br />significant parking shortages today in certain neighborhoods.
