HOUSING CONSTRAINTS <br />City Programs <br />Santa Ana has established its Santa Ana Green Program, supported by the <br />Environmental Transportation Advisory Committee, which promotes good <br />environmental practices through a variety of efforts. The following highlights a <br />few ways the City is promoting energy resource conservation: <br />• Climate Protection Initiative. The City participates in the US Mayors <br />Climate Protection Agreement, which strives to meet or exceed the Kyoto <br />Protocol targets through actions ranging from antisprawl land -use policies to <br />urban forest restoration projects to public information campaigns. <br />• Tree Program (Tree City USA). The City is recognized as a Tree City USA, <br />which signifies that the City has established a Tree Board, a Tree Care <br />Ordinance, and a Community Forestry Program with an annual budget of at <br />least $2 per capita. Trees also help clean the air and soil, control noise <br />pollution, slow stormwater runoff, provide shade, and increase property <br />values. <br />• Water Conservation Initiative. The City educates residents on water <br />conservation opportunities, provides high- efficiency water conservation <br />devices in public facilities, provides water conservation incentives to residents, <br />uses reclaimed water to commercial and industrial users for irrigation or <br />processes, and works with regional water purveyors on a variety of <br />conservation efforts. <br />• Recycling Programs. The City continually surpasses the State of California's <br />recycling goals through the implementation of several successful programs. <br />These programs include residential curbside recycling, multiple - family <br />recycling, construction and demolition recycling, composting, and annual <br />household hazardous waste collections. <br />• Build Green Initiatives. The City encourages the use of solar power through <br />a two -year permit- fee - waiver program for solar projects. Santa Ana performs <br />free engineering reviews for solar energy projects and building inspections. <br />City staff can also examine new air - conditioner units, furnaces, and similar <br />equipment for compliance with Title 24 guidelines and a determination of <br />efficiency. <br />• Green Building. The City's Housing Vision affirms the commitment to <br />create sustainable housing opportunities for the residents and workforce of <br />Santa Ana. To implement this direction, the Housing Plan states that the City <br />of Santa Ana will create a Green Building Policy that incorporates sustainable <br />building concepts and supports demonstration projects and best practices. <br />Taken together, the City's programs help to conserve water, encourage recycling <br />and divert waste from the landfill, encourage alternative energy sources and lower <br />energy use, and conserve water resources.
