HOUSING RESOURCES <br />HOUSING PRESERVATION <br />The City of Santa Ana has a significant amount of affordable housing that <br />receives public subsidies in return for long -term affordability controls. Typically, <br />these residential projects provide units affordable to extremely low, very low, and <br />low income households, including persons with special needs. Some of the <br />projects maintain their eligibility in perpetuity. The majority of projects, however, <br />are restricted for 15 -55 years, after which they can begin charging market rate <br />rents. Housing units eligible to change from lower income housing to market -rate <br />housing during the planning period (2014 -2021) are of immediate concern to the <br />City and its residents. <br />State law requires that housing elements include an analysis of "assisted multiple - <br />family housing" projects regarding their eligibility to change from low income <br />housing to market rates by 2024 (10 years from the start of the planning period). <br />Assisted housing is multiple - family rental housing that receives government <br />assistance under federal, state, and/or local programs. Santa Ana currently (2 013) <br />has over 2,500 assisted housing units. <br />If there are units at risk of converting to market rate rents by 2024, the element <br />must include a detailed inventory and analysis, including the following <br />information: <br />• Each development by project name and address <br />• Type of governmental assistance received <br />• Earliest possible date of conversion from low income use to market rates <br />• Total elderly and nonelderly units that could be converted <br />• An analysis of costs of preserving and/or replacing those units at risk in the current <br />planning period. <br />• Resources that could be used to preserve the at -risk units <br />• Programs for preservation of at -risk units and quantified objectives <br />Table C -8 details the City's affordable housing inventory that is at risk of <br />converting to market rate housing within 10 years from the beginning of the <br />planning period (by June 30, 2024).
