Housing Plan <br />This chapter sets forth the City housing programs that are designed to further the <br />housing vision for Santa Ana. <br />OVERVIEW <br />The goals and policies of the Housing Element are implemented through <br />programs designed to encourage the maintenance, improvement, development, <br />and conservation of housing and neighborhoods in the community. These <br />programs are organized into functional groupings that relate to specific goals. <br />However, in many cases a program achieves multiple goals and policies.
