HOUSING PLAN <br />FAIR HOUSING SERVICES <br />55. Fair Housing <br />The City of Santa Ana contracts for a variety of fair housing services. Under this <br />contract, the fair housing service provider conducts Department of Housing and <br />Urban Development counseling, landlord /tenant services, mediation, and legal <br />enforcement where necessary to address discrimination. The City also participates <br />in a multijurisdictional Analysis of Impediments to Fair Housing Choice. The <br />City continues to provide opportunities to educate the public regarding fair <br />housing issues. Through education, mediation, and enforcement, the City is <br />committed to furthering fair housing opportunities. <br />56. Reducing Second -Hand Smoke in Multifamily Housing <br />Exposure to smoke, whether direct or secondhand, causes adverse health <br />outcomes such as asthma and other respiratory illnesses, cardiovascular disease, <br />and cancer. This public health threat is particularly important for children, the <br />elderly, and those with preexisting health concerns. With growing concern over <br />the effects of second hand smoke, the private housing industry has become <br />increasingly aware of the impact of second -hand smoke. More than 16 <br />multifamily unit complexes in Santa Ana already have adopted voluntary bans on <br />smoking, including several nonprofit affordable housing developers. Over the <br />past few years, the Department of Housing and Urban Development has also <br />been encouraging property owners to limit exposure to second hand smoke in <br />multifamily housing projects. As the City of Santa Ana is committed to creating <br />healthful environments for its residents, the City will explore opportunities for <br />implementing smoke free ordinances at multifamily housing in Santa Ana in <br />partnership with nonprofit organizations, the Orange County Health Care <br />Agency, and other community stakeholders.
