Housing Needs <br />This chapter analyzes demographic, economic, housing, and special needs groups <br />in Santa Ana to understand housing needs in the community and provide a <br />foundation for the development of responsive housing goals, policies, and <br />implementation programs to address that need. <br />OVERVIEW <br />Over the past decade, Santa Ana has seen significant challenges to housing its <br />population and workforce. Population increase, changes to the economy, the <br />housing market boom and downturn, and other factors affect Santa Ana's ability <br />to address its housing challenges. This Housing Needs Assessment is designed to <br />explore many of these factors that influence the City's housing needs today and <br />define the challenges to addressing these needs. <br />The Housing Needs Assessment is divided into five sections, each providing <br />information and analysis that augments discussion provided in the Framework. <br />• Demographic Characteristics. Demographic characteristics, including population <br />growth and change, race and ethnicity, age characteristics, and household <br />composition and type. <br />• Economic Characteristics. Employment trends, occupations of residents, <br />household income and distribution, and other factors that affect the demand for <br />housing and the ability to afford housing. <br />• Neighborhood and Housing Profile. Inventory of housing, including its supply, <br />characteristics, vacancy and tenure, housing prices, and affordability to residents of <br />different income levels. <br />• Special Needs. Special needs in the City, including seniors, people with <br />disabilities, large families, single - parent families, people who are homeless, and <br />other special needs groups. <br />• Housing Needs.
