EXHIBIT I <br />CITY OF SANTA ANA REHABILITATION STANDARDS <br />PREFACE <br />The primary purpose of these standards is to address the quality of workmanship and materials expected, <br />and to achieve consistency throughout the program activities administered by the City of Santa Ana. <br />These standards are not intended to reduce or exclude the requirements of any federal, state or local <br />codes, standards, ordinances and regulations that apply to residential rehabilitation. <br />WORKMANSHIP <br />All work shall be performed in a professional and workmanlike manner. <br />The quality and durability of the work shall meet or exceed the standards established by <br />the construction industry and various trades. <br />MATERIALS & EQUIPMENT <br />• All materials and equipment shall comply with and be installed in accordance with the <br />manufacturer's requirements and all applicable codes, standards, ordinances and <br />regulations. If a discrepancy occurs between the requirements, the more stringent shall <br />prevail. <br />• Unless otherwise specified, all materials and equipment shall be medium grade. <br />• Economy grade materials and equipment are unacceptable. <br />• All materials and equipment shall be new, in excellent condition, and delivered to the job <br />in the manufacturer's original packaging. <br />• The description of materials and equipment found in this document establish a minimum <br />standard. <br />ENERGY EFFICIENCY, WATER CONSERVATION & RECYCLED MATERIALS <br />To the extent possible and practical, standard measures related to energy conservation, energy efficiency, <br />water conservation and the use of recycled materials have been incorporated herein. Gut rehabilitation or <br />new construction of residential buildings up to three stories will be designed to meet the standard for <br />Energy Star Qualified New Homes. Gut rehabilitation or new construction of mid or high rise multi - family <br />housing must be designed to meet the American Society of heating, Refrigerating and Air- Conditioning <br />Engineers (ASHRAE) Standard 90.1 -2004, Appendix G plus 20 percent. <br />LEAD -BASED PAINT <br />All housing built before 1975 must comply with 24 CFR Part 35 Subpart 1 and HUD's Lead Safe Housing <br />Rule regarding the evaluation and control of lead -based paint hazards. HUD's guidelines are available at <br />http:Z/www.hud.govLoffices/lead/lbp/`hudguidelines /index cfm. <br />BUILDING STANDARDS <br />Minimum Standard . The site shall be hazard -free and sanitary. <br />• The site and all paving shall drain away from the dwelling and <br />accessory buildings, but not onto adjacent properties. <br />• Paving and walkways shall be hazard -free and intact. <br />251 -93 <br />
