Minimum Standard 0 <br />• <br />• <br />Homes built before 1975 must comply with 24 CFR Part 35 Subpart 1 <br />and HUD's Lead Safe Housing Rule regarding the evaluation and <br />control of lead -based paint hazards. <br />All exterior paint shall be intact and free of corrosion. <br />Five or more years of practical utility. <br />Rehabilitation • <br />_ <br />All surfaces to be painted shall be prepared properly. All loose <br />material and peeling paint shall be removed. <br />i <br />All holes and cracks shall be filled and finished so that they blend <br />into the surrounding area. <br />• <br />All stucco surfaces to be painted shall receive a complete and even <br />coverage of stucco paint. <br />• <br />All wood surfaces to be painted shall receive a complete and even <br />coverage of flat exterior paint. <br />• <br />Poor workmanship will not be tolerated. <br />New Paint <br />Reputable manufacturer. <br />• <br />Highest quality available. <br />• <br />Zero or low VOC paint, caulkina and fillers. <br />Minimum Standard • Safe and structurally sound. <br />• Allplaster d ywall and paneling shall be safe and intact. <br />Rehabilitation 0 Walls and wall coverings that do not meet the minimum standard <br />shall be replaced. Practical, cost effective repairs are acceptable as long <br />as compliance with the minimum standard will be achieved. <br />• If the project involves a gut rehab, the attic, walls and floor on raised <br />foundations shall be insulated. <br />Minimum Standard • Safe, sound and sanitary. <br />Five or more years of practical utility. <br />Rehabilitation Floor coverings that do not meet the minimum standard shall be <br />replaced. Practical, cost effective repairs are acceptable as long as <br />compliance with the minimum standard will be achieved. <br />Replacement Floor • Carpet & Pad (Reputable manufacturer, recycled materials). <br />251 -96 <br />
