In the HCV <br />program, the "processing entity" is the "responsible entity." <br />Project owner. <br />The person or entity that owns the housing project containing the assisted <br />dwelling unit. <br />Public assistance. <br />Welfare or other payments to families or individuals, based on need, which <br />are made under programs funded, separately or jointly, by federal, state, or local <br />governments. <br />Public housing agency (PHA). <br />Any State, county, municipality, or other governmental entity or <br />public body, or agency or instrumentality of these entities, tha t is authorized to engage or <br />assist in the development or operation of low-income housing under the 1937 Act. <br />GL-11 <br />. <br /> <br /> <br />
