2013 -2014 Energy Efficiency Programs <br />Local Government Partnership Program <br />Program Implementation Plan <br />Program Name: Local Government Partnerships <br />Program ID: Various <br />Program Type: Local Government Partnership <br />Southern California Gas Company's (SoCalGas) Local Government Partnership Programs for <br />the 2013 -2014 Transition Period is complex and multi - dimensional in various ways that <br />SoCalGas initiated with the work in its 2010 - 2012 portfolio. First, local governments are a <br />distinct customer segment that operates with their own unique challenges and needs related to <br />energy efficiency. Second, local governments also serve as a delivery channel for specific <br />products and services when they serve as Local Government Partnerships. Finally, local <br />governments have a unique role as leaders of their communities. Increasingly, local governments <br />are interpreting their moral responsibility for community well -being to include reducing <br />greenhouse gas (GHG) emissions, increasing renewable energy usage, protecting air quality, <br />creating green jobs, and making the community more livable and sustainable. <br />In response to the Commissions directive to continue "successful" government partnerships, <br />SoCalGas hosted a public external stakeholder meeting with labor groups, environmentalists, <br />academics, LGP's and others to seek input on our programs. A follow -up webinar with <br />participants was conducted to share the results from the meeting. SoCalGas has partnered with <br />SCE to further engage with their LGP's through meetings to seek partner feedback on their <br />accomplishments, municipal and community needs as well as discuss success criteria. Through <br />this open and collaborative process, SoCalGas and SCE were able to share feedback and <br />conclusions through a webinar with their partners, and members of LGSEC. After completing a <br />critical and comprehensive review of all the programmatic activities each local government <br />partner engaged in, SoCalGas and SCE developed the following list of success criteria that was <br />applied across each partnership concentrating on Government Facilities, Core Program <br />Coordination/Implementation and Strategic Plan Menu Support: <br />1. Did the Partnership complete audits and other project opportunity identification initiatives to <br />plan municipal retrofits? <br />2. Did the Partnership complete retrofits and substantially achieve cost- effective energy savings <br />goals for municipal facilities? <br />3. Did the Partnership conduct community events that increased community awareness of <br />EE /DR/DG opportunities and participation in EE programs/ <br />4. Did the Partnership leverage the local government relationships and communications with <br />the community to increase participation for core programs? <br />5. Did the Partnership leverage local government authority in advancing strategic plan goals <br />including, but not limited to the following: <br />a. Codes and Standard training <br />b. Reach codes <br />c. Climate Action Plans and Energy Action Plans <br />d. Energy Management Systems /Enterprise Energy Management <br />e. Energy policies <br />Ensuring Continued Partnerships Meet Success Criteria <br />
