2013 -2014 Energy Efficiency Programs <br />Local Government Partnership Program <br />Program Implementation Plan <br />Individual LGPs play an important role in assisting local governments (cities, counties and <br />special districts) with retrofitting the facilities that they own and operate to achieve short and <br />long term energy savings. While all local governments have access to SoCalGas programs and <br />incentives to save energy, SoCalGas Government Partnership Program will work closely with <br />the LGPs to build local capacities to achieve deep retrofits in government facilities' energy <br />savings and to place these projects in the context of sustainability and climate change initiatives. <br />Approaching efficiency through deep retrofits in government facilities in this way not only <br />achieves short and long term energy savings, it also demonstrates a commitment to energy <br />efficiency to the local government's constituents and the community at large. This, in turn, <br />enables government partnerships to become champions for energy efficiency programs and other <br />utility programs to further reduce usage in their communities. Additionally, a comprehensive <br />approach to government facilities will be an important step to addressing Assembly Bill 32 <br />(AB32) and other statewide or local GHG reduction requirements. <br />This program element will include five sub - elements: Deep retrofits for Government Facilities, <br />Government Facilities Retro - commissioning, support Integrated Demand Response, provide <br />Technical Assistance, and On -Bill Financing. <br />Al - Retrofits: Local Government Partnerships which choose to include a Government <br />Facilities Retrofit element in their programs will achieve energy savings by providing technical, <br />financial, managerial and administrative support to the government actor (usually a facilities <br />manager) who initiates and implements deep energy - efficiency retrofit projects. Sometimes this <br />entity is the same as the Partner, and other times it is a different entity. The degree of assistance <br />provided will be tailored to each agency's needs, taking into account for energy savings <br />potential, cost effectiveness, level of commitment, available funds and in -house technical <br />expertise. This program element will be leveraged by and integrated with other programs such as <br />retro- commissioning, supporting demand response and self- generation as appropriate to achieve <br />comprehensive impacts while minimizing lost opportunities. <br />Energy savings will be based on measures installed, e.g., retrofitted. Measures include, but are <br />not limited to, the following: <br />Measure End Use Types Planned <br />Boiler System Retrofits, Boiler <br />Control <br />HVAC, Economizer <br />Water Heating, Solar Thermal <br />Natural Gas Water Pumps <br />Other <br />A2 - Retro- commissioning (RCx): Local Government Partnerships which choose to include a <br />Government Facilities Retro - commissioning element in their programs will provide similar <br />services as those described above for retrofits. RCx is a systematic process for identifying less - <br />than- optimal performance in an existing building's equipment, lighting, and control systems and <br />making necessary adjustments. Whereas retrofitting involves replacing outdated equipment, RCx <br />focuses on improving the efficiency of what is already in place. RCx will serve as a process for <br />
