1.16. Program Expenditures: Actual (i.e., no mark -up for profit, administrative or other <br />indirect costs), reasonable expenditures of the City or Program Participants that are pre - <br />approved, directly identifiable to, and required for the Authorized Work. <br />1.17. PIP or Program Implementation Plan: The implementation plan specific to this <br />Partnership, together with SCG Local Government Master PIPs, which include the <br />anticipated scope of the Programs in SCG service territory, as approved by the <br />Commission and attached hereto as Exhibit A. <br />1.18. Planning Document: A Program document that describes Program <br />implementation and /or management processes, procedures and strategies, as may be <br />supplemented or updated from time to time. <br />f Q110961 -Y1 <br />The 2013 -2014 Program is funded by California utility ratepayers and is administered by the <br />Utility render the auspices of the Commission. The purpose of this Agreement is to set forth the <br />terms and conditions under which the Parties will jointly implement the 2013 -2014 Program. <br />The work authorized pursuant to this Agreement is not to be performed for profit. <br />This Agreement is not intended to and does not form any "partnership" within the meaning of the <br />California Uniform Partnership Act of 1994 or otherwise. <br />3. PROGRAM DESCRIPTION <br />3.1. Overview. The 2013 -2014 SCG Local Government Partnerships are designed to provide <br />integrated technical and financial assistance to help local governments effectively lead <br />their communities to increase energy efficiency, reduce greenhouse gas emissions, <br />protect air quality and ensure that their communities are more livable and sustainable. <br />The Program provides performance -based opportunities for the City to demonstrate <br />energy efficiency leadership in its connnunities through energy saving actions, including <br />retrofitting its municipal facilities, as well as providing opportunities for constituents to <br />take action in their homes and businesses. By implementing measures in its own <br />facilities, the City will lead by example as the City and the Utility work together to <br />increase community awareness of energy efficiency and position the City as leaders in <br />energy management practices. The Program will provide marketing, outreach, <br />education, training and community sweeps to comiect the communities with <br />opportunities to save energy, money and help the environment. The Program <br />Participants will leverage the strengths of each other to efficiently deliver energy and <br />demand savings. This partnership will allow the City to deliver sustainable energy <br />savings, promote energy efficient lifestyles, and develop an enduring leadership role for <br />the City through its relationships with other Program Participants, its constituents, and <br />the Utility. <br />2013 -14 Santa Ana Partnership Agreement 3 <br />
