A combination of <br />interviews and focus groups will likely be used to collect data. The evaluation is expected to <br />build upon results found in the recently completed process evaluation for PY2006 to 2008. <br />Element C - Core Program Coordination <br />4 — Program Element Description and Implementation — Element C - Core Program <br />Coordination <br />C. Core Pro ram Coordination <br />C1- Outreach Education <br />C2 - Third Party Program Coordination <br />C3 - Technical Assistance <br />Overview <br />The Core Program Coordination element will be implemented to some degree by all of the <br />unique individual Local Government Partners (LGPs). This section (4C — 6C) describes the <br />standard overview, rationale, outcomes, and barriers associated with the Core Program <br />Coordination element by an LGP. If an individual LGP has a distinctive approach to Core <br />Program Coordination, that LGPs individual PIP will contain additional information. <br />Coordination with Core programs is important to the effectiveness of each individual LGP. A <br />key to SoCalGas coordination effort is its market segment planning approach. This means that <br />LGPs will be coordinated with all other energy efficiency portfolio efforts to reach agricultural, <br />commercial, industrial, residential and small business customers. <br />In addition, LPGs will promote the EUC in 2013 -14 through collaboration with local EUC <br />stakeholders to support marketing and outreach. LGPs will continue to coordinate with local <br />regional efforts such as the County of Santa Barbara, County of Los Angeles, and other local <br />governments engaged in regional efforts that support EUC. LGPs will continue work which has <br />been in progress during 2010 -12 doing public workshops to promote EUC to the community as <br />well as supporting recruitment of contractors. <br />In addition, LGPs coordinate with each other, with SoCalGas, and with other implementers to <br />support energy efficiency programs across the SoCalGas portfolio, and particularly with respect <br />to outreach education for residential and small business customers, third party programs, and <br />technical assistance. By utilizing the outreach channels of the local government, these programs <br />target customers and fully canvas neighborhoods that may not be targeted by Core Programs. <br />LGPs that have close ties to Business Improvement Districts (BIDS) will coordinate marketing <br />outreach and education of Core Commercial Programs by: <br />1. Engaging BIDS through leveraging and working with LG Partners <br />2. Working with BIDS to reach out to small and medium businesses to deliver relevant <br />Training & Education and to funnel Core Program and /or Third Party Program <br />offerings. <br />3. Collaborating and leveraging all local and utility resources to deliver cost effective <br />and targeted EE measures <br />
