2013 -2014 Energy Efficiency Programs <br />Local Government Partnership Program <br />Program Implementation Plan <br />Target Audience <br />Community level data will be analyzed to determine the areas with the largest potential based on <br />market potential studies and looking at previously served customers. <br />CI - Outreach and Education <br />The primary audience for outreach and education includes the following: <br />• Local Government Partners <br />• Government and agency employees <br />• Community based organizations <br />• Energy Upgrade California — Whole Home Upgrade California Contractors <br />• SoCalGas customers <br />• Building engineers <br />C2 - Third Party Program Coordination <br />Individual LGPs will coordinate closely with the third parties providing the direct install <br />implementation. In addition, each individual LGP will be trained in the programs offered by the <br />third parties so that they may coordinate and/or refer customers to these programs. For example, <br />third party coordination may be appropriate for more specialized technologies or specific target <br />segments. <br />C3 — Technical Assistance <br />The target audience for technical assistance includes local government partners, SoCalGas <br />customers, and contractors. <br />Implementation <br />C1 - Outreach and Education <br />Objectives of the LGPs include leveraging marketing from existing core and statewide programs <br />to provide a consistent and cost effective approach. Because LGPs best understand the needs of <br />their community, the LGPs will tailor offerings to the community and implement programs <br />through community outreach. <br />LGPs will also work with local governments and quasi - governments to develop an education <br />curriculum and schedule that will engage their communities to advance energy efficiency and <br />sustainability. LGPs will coordinate and support efforts to promote EUC throughout territory <br />shared with SCE, and PG &E. Partnerships will leverage the resources of the SoCalGas Energy <br />Resource Center. <br />Some individual LGPs may develop training materials for adopting and implementing local <br />energy initiatives or may utilize such materials developed under the SEEC Program. <br />Partnerships will also develop workshop topics, schedule workshops in key locations, arrange for <br />workshop presenters, coordinate workshop materials, market workshops to local governments, <br />and facilitate workshops <br />C2 - Third Party Program Coordination <br />
