Program Element Description and Implementation Plan <br />The City of Santa Ana has expressed interest for SoCalGas to join their partnership with SCE to <br />provide support implementing energy efficiency at their municipal facilities as well as their <br />diverse community. The City is comprised of small businesses and a large hard to reach Spanish <br />speaking community, and large base of low income customers. By joining the Partnership with <br />the City of Santa Ana and SCE, SoCalGas will be able to leverage existing SCE efforts to <br />promote EE to the city as well as their businesses and as well as Energy Upgrade California <br />(EUC) and Energy Savings Assistance (ESA) programs to their residents. <br />Santa Ana is the most populous city in Orange County, California, and serves as its county seat. <br />In addition to being part of the second largest metropolitan area in the United States — with <br />neighboring cities Los Angeles and Long Beach - , the City of Santa Ana has shown great <br />initiative in conservation of natural resources and energy. The City of Santa Ana encourages its <br />residents to live sustainably and has already partnered with multiple local and national <br />organizations to bring about change in the way residents consume resources. With influence <br />over almost thirteen million people in the Los Angeles —Long Beach —Santa Ana area, the City of <br />Santa Ana stands out as a leader in sustainable living. <br />a. List of program elements: <br />The three core program elements are similar to those identified in the Master PIP: Element A - <br />Government Facilities, Element B - Strategic Plan Activities and Element C - Core Program <br />Coordination. <br />b. Overview: <br />Core Program Element A - Government Facilities <br />A.1. Retrofit of county and municipal facilities <br />The City of Santa Ana Partnership will seek opportunities for energy savings through deep <br />retrofits which include but are not limited to projects which combine two of the following: <br />HVAC, Boilers, controls, both indoor and outdoor lighting, with heavy emphasis on LED <br />streetlights. The partnership has established a savings target 19,000 therms from municipal <br />facilities which will be funneled to rebate and incentive programs. <br />A.2. Retro- commissioning (of buildings and clusters of buildings) <br />The cities are including this means of achieving significant energy savings in their plans. See <br />A.1 above. <br />
