6.3. Obligations of the Utility. <br />6.3.1. The Utility will appoint a Partnership representative ( "SCG Energy Efficiency <br />Representative ") who will be the primary contact for the City and Program <br />Participants, and who will be authorized to act on behalf of the Utility in carrying <br />out the Utility's obligations under thus Agreement. Such appointment shall be <br />communicated in writing to the City within ten Business Days following execution <br />of this Agreement. <br />6.3.2. The Utility will oversee the activities and implementation of the Program, in <br />accordance with this Agreement. <br />6.3.3. The Utility will be actively involved in all aspects of the Program. The Utility <br />will use its best efforts to add value to the Program by (a) dedicating human <br />resources necessary to assist the City in implementing the Program successfully and <br />providing and maintaining a Utility presence in the City, (b) providing support for <br />the Program's marketing and outreach activities, and (c) working closely with the <br />City to enhance communications with Program Participants, address customer needs <br />and provide the Utility information and services. <br />6.3.4. The Utility shall provide, at no cost to the City, informational and educational <br />materials on the Utility's statewide and local energy efficiency core programs. <br />6.3.5. The Utility shall work with the City as requested to help identify cost - effective <br />energy efficient projects in each of the Program Participant's qualifying municipal <br />facilities within the Utility's service territory. <br />6.3.6. SCG shall administer the Gas Surcharge funds authorized by the Commission for <br />the Program in accordance with this Agreement, and SCG may hire a Program <br />Management Consultant on behalf of the Partnership to help facilitate and <br />coordinate the delivery of the Program. <br />6.3.7. The Utility shall be responsible for coordinating and ensuring compliance with all <br />Utility reporting and other Utility filing requirements by the PUC. <br />6.3.8. The Utility shall be responsible for tracking performance of the City in <br />accordance with Section 10.1.2, and for verifying all energy savings claims, and for <br />monitoring and verifying achievement of the general objectives, goals, and <br />milestones as described in Exhibit A. <br />6.4. EM &V. Once the Commission has approved and issued an evaluation, measurement <br />and verification ( "EM &V ") plan for the 2013 -2014 Program, such EM &V plan shall be <br />attached to this Agreement as Exhibit C and shall be incorporated herein by this <br />reference. Any subsequent changes or modifications to such EM &V plan by the <br />Commission shall be automatically incorporated into Exhibit C. The City shall provide <br />and comply with all Commission requests regarding activities related to EM &V. The <br />City and its Contractors shall cooperate fully with the Utility's Representative(s) and <br />will provide all requested information, if any, to assure the timely completion of all <br />EM &V tasks requiring the City's involvement or cooperation. <br />2013 -14 Santa Ana Partnership Agreement 6 <br />
