HRCA Nos. 2011 -01 and 2011 -02 <br />HRC Nos. 2011 -01 and 2011 -02 <br />April 7, 2011 <br />Page 2 <br />In March 1999, the City Council approved an ordinance establishing the Historic Resources <br />Commission and the Santa Ana Register of Historical Properties. The Historic Resources <br />Commission may, by resolution and at a noticed public hearing, designate as historical property <br />any building or part thereof, object, structure, or site having importance to the history or <br />architecture of the city in accordance with the criteria set forth in section 30 -2. <br />Analvsis of the Issues <br />The structures identified meet the minimum selection criteria for inclusion on the Santa Ana <br />Register of Historical Properties pursuant to criteria contained in Section 30 -2 of the Santa Ana <br />Municipal Code. The first criterion for selection requires that structures be 50 or more years old. <br />As detailed in the following property descriptions, the structures proposed for placement on the <br />Register meet the minimum age criterion. The analysis further indicates the criteria each property <br />meets for consideration of historic designation. No known code violations exist at either of these <br />properties. <br />2346 N. North Park Boulevard — C. Swanner House (HRCA/HRC No. 2011 -01). The <br />C. Swanner House has distinctive architectural features of the Colonial Revival style, and was built <br />in 1937 by prolific builder, Roy Russell. The first owner was Mr. and Mrs. Loyal King who was part <br />owner of the Santa Ana Register, a precursor to the Orange County Register. The subsequent <br />owners were Mr. and Mrs. Charles Swanner. Mr. Swanner was a noted attorney, historian, and <br />author. Character defining features include exterior wood siding material, fenestration patterns, <br />wood shutters, and broken pediment detail on -the front entry and side gables. It is recommended <br />to be categorized as Key because it has "distinctive architectural style and quality" and is <br />associated with persons significant to the city and region (Exhibit 2). <br />2109 North Heliotrope Drive — Stauffer House (HRCA/HRC No. 2011 -02). The Stauffer House <br />is an architecturally significant building built in 1940 in the Colonial Revival style. Mr. William <br />Stauffer was a regionally significant person for having established the first financial investment <br />company in Santa Ana and Orange County. Character defining features of the Stauffer House <br />include massing, fenestration patterns and original wood windows, front porch area, and wood <br />shutters. It is recommended to be categorized as Key because it possesses "distinctive <br />architectural style and quality" and is associated with Mr. William Stauffer (Exhibit 3). <br />Public Notification <br />Both subject properties are located within the Floral Park neighborhood. The president of this <br />Neighborhood Association was notified by mail 10 days prior to this public hearing. In addition, <br />Floral Park Neighborhood president was contacted by telephone to ensure that they were notified <br />of the project and to see if there were any areas of concern. No areas of concern were identified <br />by the Neighborhood Association president, nor was there a request that the applicant present the <br />project to a meeting of their members. <br />
