City of Santa Ana -Park View at Town and Country Manor <br />Draft EIR <br />SCAQMD Rule 1108 governs the sale, use, and manufacturing of asphalt and limits the volatile <br />organic compound (VOC) content in asphalt used in the South Coast Air Basin. This rule would <br />regulate the VOC content of asphalt used during construction. Therefore, all asphalt used during <br />construction of the project must comply with SCAQMD Rule 1108. <br />SCAQMD Rule 1113 governs the sale, use, and manufacturing of architectural coating and limits the <br />VOC content in paints and paint solvents. This rule regulates the VOC content of paints available <br />during construction. Therefore, all paints and solvents used during construction and operation of the <br />project must comply with SCAQMD Rule 1113. <br />SCAQMD Rule 1186 limits the presence of fugitive dust on paved and unpaved roads and sets <br />certification protocols and requirements for street sweepers that are under contract to provide <br />sweeping services to any federal, State, county, agency or special district such as water, air, <br />sanitation, transit, or school district. <br />Local Government <br />City of Santa Ana General Plan <br />The Conservation Element of the City of Santa Ana General Plan contains Objective 1.1, which <br />states, "Reduce air pollution emissions to achieve national ambient air quality standards." <br />Additionally, because a reduction in water use would reduce the electricity required to transport and <br />treat water, Objective 2.1 would also reduce air emissions: "Conserve water resources in commercial, <br />industrial, residential, and recreational uses." The General Plan policies that would reduce air <br />pollution and water use include the following: <br />• Support local and regional land use and transportation plans that increase mass transit usage <br />and reduce vehicle trips. <br />• Enforce emission standards contained in local ordinances. <br />• Encourage water conservation through design and facilities features of new developments <br />through the use of water quality wetlands, biofiltration swales, watershed -scale retrofits, etc. <br />where such measures are likely to be effective and technically and economically feasible. <br />4.2.4 - Thresholds of Significance <br />According to the CEQA Guidelines' Appendix G Environmental Checklist, to determine whether <br />impacts to air quality are significant environmental effects, the following questions are analyzed and <br />evaluated. <br />Where available, the significance criteria established by the applicable air quality management or <br />air pollution control district may be relied upon to make the following determinations. <br />Would the project: <br />4.2 -12 Michael Brandman Associates <br />H\Cl t(PN- JMb327b32]003MMVB2]0030 Sec 2AvQ ity.DO <br />
