City of Santa Ana -Park View at Town and Country Manor <br />Draft EIR <br />• ARB recommends avoiding siting new sensitive land uses within 300 feet of any dry cleaning <br />operation that uses perchloroethylene. For operations with two or more machines, ARB <br />recommends a buffer of 500 feet. For operations with three or more machines, ARB <br />recommends consultation with the local air district. The nearest dry cleaner is located <br />approximately 1,600 feet northwest of the project. <br />In summary, the project is not located within the ARB suggested buffer zones, and therefore would <br />not be exposed to significant criteria pollutant concentrations during operation from the surrounding <br />uses. <br />Level of Significance Before Mitigation <br />Potentially significant. <br />Localized concentrations of nitrogen dioxide, PM,,, and PM,., during grading and demolition <br />activities could expose sensitive receptors to substantial pollutants. <br />Mitigation Measures <br />Mitigation Measures AQ -1, AQ -3, AQ -4, and AQ -5 are required. <br />AQ -5 Existing Town and Country Manor buildings shall change the air quality filters a <br />minimum of every two weeks during grading and demolition activities. This measure <br />shall be fulfilled to the satisfaction of the City of Santa Ana. <br />Level of Significance After Mitigation <br />Less than significant. <br />Odors <br />Impact 4.2 -8 The project would not create objectionable odors affecting a substantial number of <br />people. <br />[CEQA Air Quality Threshold 3(e)] <br />Impact Analysis <br />Land uses typically considered associated with odors include wastewater treatment facilities, waste - <br />disposal facilities, or agricultural operations.
