City of Santa Ana -Park View at Town and Country Manor <br />Draft EIR Land Use and <br />The project site is currently zoned as Suburban Apartment (R -4), with a General Plan Land Use <br />Designation of Medium Density Residential (MR -15), allowing 15 dwelling units /acre (see Exhibit 3- <br />5). The proposed project differs from the allowable uses of the current zoning code and maximum <br />density allowed by the General Plan. A Zone Change to a Specific Development zoning designation <br />and a General Plan Amendment (GPA) to District Center (DC) land use designation is required to <br />permit project implementation. The DC designation allows up to 90 dwelling units per acre when <br />developed as an integral component of a master planned mixed use project. The Main Place Mall, <br />City Place development and this project can be said to form a master planned mixed use area. By <br />extending the DC designation to include the project site, the additional density proposed with the 8- <br />story residential structure is permitted. <br />The northern boundary of the project site borders an area within the City of Orange currently <br />designated in the Orange General Plan as Commercial 2.5 -3.0 FAR (see Exhibit 3 -5). The City of <br />Orange is currently undertaking an update to their General Plan, and has identified an area bordering <br />the project site on the north as a Focus Area for land use changes, entitled West Chapman <br />Avenue /South Main Street Focus Area. This Focus Area generally encompasses West Chapman and <br />Main Street, and areas between La Veta Avenue and the southern City limit, which forms the <br />northern boundary of the project site. Orange's proposed land use scenario designates this Focus <br />Area as a new Urban Mixed Use land use category that allows mixed use development up to a 3.0 <br />FAR and a residential density of 30 -60 dwelling units /acre. The proposed project, as part of the <br />master planned mixed use area that contains the Main Place Mall and City Place development, adds <br />high- intensity residential use to the existing Town and Country Manor. The proposed project is <br />considered compatible with existing and planned low- and mid -rise office buildings on the north, as <br />well as the re- designation of the property to the north in the City of Orange as Urban Mixed Use. <br />Proposed project uses, together with proposed mass and scale, as graphically illustrated in Section 4.1 <br />Aesthetics, are considered compatible with Orange General Plan land use changes for the property to <br />the north. The proposed residential structure will be compatible with the scale, size, and character of <br />the surrounding existing urban and developing high- intensity area. The design of the multi -story <br />building will be of high quality and will blend with existing architecture and style within the Town <br />and Country Manor campus and surrounding areas.
