CW of Santa Ana -Park View at Town and Country Manor <br />Noise Draft EIR <br />Groundborne Vibration Thresholds <br />Based on the structural damage thresholds established in the Caltrans Transportation- and <br />Construction- Induced Vibration Guidance Manual, the proposed project would create a significant <br />vibration impact if it generated groundborne vibration levels for sensitive receptors in excess of 0.5 <br />PPV during construction and 1.0 PPV during operations. <br />4.5.5 - Impact Analysis and Mitigation Measures <br />This section discusses potential noise impacts associated with the development of the project. <br />Mitigation measures are provided where necessary. <br />Noise Levels in Excess of Standards <br />Impact 4.5 -1 The project would result in exposure of persons to or generation of noise levels in <br />excess of standards established in the local general plan or noise ordinance, or <br />applicable standards of other agencies. <br />[CEQA Noise Threshold 11(a)] <br />Impact Analysis <br />This impact discussion analyzes the potential for project construction noise and operational noise to <br />cause noise levels in excess of established City of Santa Ana noise standards. Substantial increases in <br />noise, as determined using guidance issued by Caltrans for substantial noise increases, are analyzed in <br />Impact 4.5 -3. <br />Noise levels in the project area would be influenced by construction activity in the short term and by <br />traffic and community noise in the long term. <br />69iTT3��R.7F�' <br />Construction noise represents a short-term increase in ambient noise levels. Noise impacts from <br />construction activities associated with the proposed project would be a function of the noise generated <br />by construction equipment, equipment location, the sensitivity of nearby land uses, and the timing and <br />duration of the construction activities. Section 18- 314(1) of the City of Santa Ana Municipal Code <br />exempts noise sources associated with construction, repair, remodeling, or grading of any real <br />property, provided these activities are conducted between 7:00 a.m. and 8:00 p.m. Monday through <br />Saturday. Construction may not occur at anytime on Sunday or a federal holiday. Therefore, <br />although there are no construction standards for noise generation, all construction activity is required <br />to be conducted in accordance with the City of Santa Ana Municipal Code. <br />The existing residences at Buildings A and C of Town and Country Manor would be located adjacent <br />to construction associated with proposed main entrance drive and parking modifications, expanded <br />lobby, and aquatic and wellness center. At a distance of 1 foot (the distance used to calculate the <br />noise level at Buildings A and C), the noise level at the residences would be 122 dB. According to <br />Table 4.5 -1, regular exposure to this noise level over one minute risks permanent hearing loss.
