City of Santa Ana -Park View at Town and Country Manor <br />Draft EIR <br />Noise <br />Mitigation Measures <br />N -1 When the grading permit application is submitted, the project applicant shall also <br />submit a construction noise mitigation plan to the City of Santa Ana for review and <br />approval. The plan shall depict the location of construction equipment and describe <br />how noise would be mitigated through methods such as, but not limited to, locating <br />stationary noise - generating equipment (such as pumps and generators) as far as <br />possible from nearby noise - sensitive receptors. Where practicable, noise - generating <br />equipment will be shielded from nearby noise - sensitive receptors by noise - <br />attenuating buffers such as structures or haul trucks. Onsite noise sources such as <br />heavy equipment located less than 200 feet from noise - sensitive receptors will be <br />equipped with noise - reducing engine housings. Portable acoustic barriers able to <br />attenuate at least 6 dB will be placed around stationary noise - generating equipment <br />located within 200 feet of existing residences. Water tanks and equipment storage, <br />staging, and warm -up areas shall be located as far from noise - sensitive receptors as <br />possible. All noise attenuation measures identified in the plan shall be incorporated <br />into the project. <br />N -2 All construction equipment shall utilize noise reduction features (e.g., mufflers and <br />engine shrouds) that are no less effective than those originally installed by the <br />manufacturer. <br />N -3 Disclosure of project proximity to Amtrak railroad tracks shall occur at the time of <br />residential unit sale or lease, advising: <br />• Owners /tenants of the proximity of the railroad tracks; <br />• The frequency of daily railroad operations; and <br />• When trains cross Fairhaven Avenue and blow their horn for safety purposes, <br />noise levels outside the units, when residents are not in their units with <br />windows and doors shut, would exceed noise standards. <br />Level of Significance After Mitigation <br />Less than significant. <br />Excessive Groundborne Vibration <br />Impact 4.5 -2 The project would result in exposure of persons to or generation of excessive <br />groundborne vibration or groundborne noise levels. <br />[CEQA Noise Threshold 11(b)] <br />Impact Analysis <br />This impact discussion analyzes the potential for short-term construction and long -term operational <br />activities to cause excessive levels of groundborne vibration. <br />Michael Brandman Associates 4.5 -13 <br />H\Cl t(PN -Rn) 327b32]003MMVB2]0030 Sec01 Noi�.doc <br />
