City of Santa Ana -Park View at Town and Country Manor
Draft EIR
3.5 - Cumulative
Cumulative impacts refer to the combined effect of project impacts with the impacts of other past,
present, and reasonably foreseeable future projects. As set forth in CEQA Guidelines, the discussion
of cumulative impacts must reflect the severity of the impacts, as well as the likelihood of their
occurrence attributable to the project alone. As stated in CEQA, Title 14, Section 21083(b)(2), a
project may have a significant effect on the environment if "the possible effects of a project are
individually limited but cumulatively considerable."
According to the State CEQA Guidelines, "Cumulative impacts refer to two or more individual
effects which, when considered together, are considerable and which compound or increase other
environmental impacts.
(a) The individual effects may be changes resulting from a single project or a number of separate
projects.
(b) The cumulative impact from several projects is the change in the environment, which results
from the incremental impact of the project when added to other closely related past, present,
and reasonable foreseeable probable future projects. Cumulative impacts can result from
individually minor but collectively significant projects taking place over a period of time."
(California Code of Regulations [CCR], Title 14, Division 6, Chapter 3, §15355)
In addition, as stated in CEQA Guidelines, it should be noted that:
The mere existence of significant cumulative impacts caused by other projects alone
shall not constitute substantial evidence that the proposed project's incremental
effects are cumulatively considerable. (CCR, Title 14, Division 6, Chapter 3, Section
§15064[h][4]).
Cumulative impact discussions for each issue area are provided in the technical analyses contained
within Section 4, Environmental Impact Analysis.
The project Traffic Impact Study (Kimley -Horn Associates, Inc. 2009) identifies other development
projects and land uses within the area surrounding the project site that are expected to contribute to
growth in the area. These other projects are listed in Table 3 -1 and shown on Exhibit 3 -6; and along
with the proposed project, comprise the study area for cumulative impact analyses in this Draft EIR,
unless otherwise noted.
Michael Brandman Associates 3-15
H\Cl t(PN- JMb327b32]003MMVB2]0030 Sa03-0 Rgat De nptiou.d
