City of Santa Ana -Park View at Town and Country Manor <br />Draft EIR <br />Aesthetics <br />National Register structures are located more than '/2 mile north of the project site, and the project site <br />will be screened by structures located north of the property. It was determined that no viewshed <br />impacts from project implementation would, therefore, occur. <br />Level of Significance Before Mitigation <br />Less than significant. <br />Mitigation Measures <br />No mitigation measures required. <br />Level of Significance After Mitigation <br />Less than significant. <br />Scenic Resources within a State Scenic Highway <br />Impact 4.1 -2 The project would not substantially damage scenic resources, including, but not <br />limited to, trees, rock outcroppings, and historic building within a state scenic <br />highway. <br />[CEQA Aesthetics Threshold 1(b)] <br />Impact Analysis <br />Santiago Creek, running through Santiago Park south of the project site, has been identified by the <br />City of Santa Ana as a scenic corridor, and is part of a regional system of open space corridors <br />promoted by the Orange County General Plan Open Space Element. No County- designated scenic <br />highways run through Santa Ana and are, therefore, not occurring in the vicinity of the project site. <br />However, the Scenic Corridors Element does identify the proximate I -5 and SR -22 freeways as <br />high -speed scenic corridors. <br />Views from Santiago Park toward the project site, discussed in detail in Impact 4.1 -3 with supporting <br />exhibits, are screened by existing Park vegetation within the Park. Views from nearby freeways <br />would be limited to the upper floors of the multi -story building, blending in with other mid- and high - <br />rise structures in the project area.
