THE WATER SYSTEM <br />General; Service Area <br />The City is the primary provider of water service for residential, commercial, agricultural and industrial <br />enterprises within the City and also serves 45 customers outside the City limits bordering the City of Orange. <br />The City's current population is approximately 330,920, which is also the estimated population served by the <br />Water System. The Water System currently includes a total of approximately 44,657 potable water connections, <br />including approximately 39,140 residential service connections, approximately 4,710 industrial and commercial <br />service connections, approximately 790 municipal /governmental connections, and 11 miscellaneous meters (fire <br />service, temporary construction, etc.). <br />The primary facilities comprising the Water System, as of May 1, 2014, included 20 active water wells, <br />7 connections to the Metropolitan Water District transmission mains, 10 reservoirs totaling 45 million gallons <br />(MG) of storage and a network of nearly 450 miles of transmission and distribution pipelines. <br />The general age of the Water System is approximately 50 -60 years. The main lines of the Water System <br />were constructed in the decade of 1910. The majority of the water distribution infrastructure was developed <br />over a twenty -year period between 1950 and 1970 to accommodate the City's development. The water <br />distribution infrastructure accounts for 60% of the Water System. Most of the water wells and storage reservoirs <br />were developed during the last 40 years and some of these are only 15 years old. <br />The City purchases and pumps untreated water. The City uses sodium hypochlorite as a mean to treat <br />its groundwater. An average of 0.6 mg /L of chlorine residual is maintained throughout the distribution system <br />and in the storage reservoirs to effectively disinfect the water. All well facilities have a sodium hypochlorite <br />treatment system on site. The water chlorination treatment takes place at the wellhead prior to being delivered <br />and distributed into the Water System. <br />Organization and Staff <br />The City's Water System is under the direction of the following individuals: City Manager, David <br />Cavazos, Executive Director, Finance & Management Services Agency, Francisco Gutierrez, Interim Public <br />Works Director, Edwin "William" Galvez, P.E. and the Water Resources Manager, Nabil Saba, P.E. <br />David Cavazos, City Manager of Santa Ana, has more than 25 years of public management experience. <br />Prior to Santa Ana, David was City Manager of Phoenix where he maintained a AAA bond rating. He has a <br />Master of Science degree in Management and Public Policy from Carnegie Mellon University. He is certified <br />Economic Development Finance Professional Council of Urban and Economic Development (EDFP). He is <br />accredited Airport Executive AAAE American Association of Airport Executives. <br />Francisco Gutierrez started working for the City in 1985. He has held various positions within the City <br />including Executive Assistant to the City Manager, Administrative Services Manager, and his current position of <br />Executive Director of the Finance & Management Service Agency. He has participated in managing major <br />projects including the development and construction of the City's 400,000 square foot Police Administration <br />and Holding Facility as well as a $68 million bond for local streets. He holds a Master of Arts Degree in <br />Business Economics from the University of California at Santa Barbara and a Bachelor of Arts Degree in <br />Economics from the University of California at Irvine. <br />William Galvez has been serving municipal public works agencies for 30 years, beginning his <br />professional career with the City of Los Angeles. He then moved on to serve the cities of Lynwood and Carson <br />as a staff Engineer, and then City Engineer for the City of San Fernando. Mr. Galvez has been Public Works <br />Director and City Engineer for the cities of San Fernando, South Pasadena, and Baldwin Park. Currently, Mr. <br />Galvez is the Santa Ana Public Works Agency Interim Executive Director. <br />80A -157 <br />17 <br />
