R %�� KOA CORPORATION <br />R%, <br />PLANNING & ENGINEERING <br />Date: July 18, 2013 <br />To: Mr. Robert Odle <br />Odle Associates <br />From: Min Zhou, P.E., Vice President — KOA Corporation <br />Subject: Traffic Engineering Services for the TAVA Homes Project in the City of Santa Ana <br />t s r <br />KOA Corporation (KOA) is pleased to submit this traffic analysis of a proposed site plan change for the TAVA <br />Homes project in the City of Santa Ana. The purpose of the analysis is to evaluate the expected effect of closing <br />the south entrance of the project to public access. The south entrance would have a "crash gate" only, allowing <br />only emergency vehicle access. The analysis will consider the effect this change may have on Santa Clara Avenue <br />and Wright Street, and reconsider recommendations for improvements to the Santa Clara Avenue /Wright Street <br />intersection. <br />A traffic impact study was completed for the TAVA Homes project by KOA in 2011. This study analyzed the <br />traffic volumes expected to be generated by the proposed 24 -unit residential project as well as their expected <br />impacts to the surrounding roadway network. Access to the development was provided on Santa Clara Avenue <br />on the north side of the project site and at Avalon Avenue on the south side of the project site. Eighty -five <br />percent of project traffic was presumed to access the site via the north entrance, and fifteen percent was <br />presumed to access the site via the south entrance. <br />The 2011 study determined that the project would generate 230 net daily trips, including 18 AM peak hour trips <br />and 24 PM peak hour trips. The study also determined that added traffic from the proposed project would result <br />in a significant impact to one intersection, Santa Clara Avenue at Wright Street. Mitigation measures designed to <br />mitigate this impact were recommended. The recommended measures were a traffic signal, roundabout, or wide <br />2 -way left -turn lane. The project site is located at 1584 East Santa Clara Avenue, east of Wright Street, and <br />75B -123 <br />
