Sextinger Farmhouse and Orchard <br />Residential Development Project <br />CEQA Findings <br />Analysis: The project would be required to provide parking as required under the City <br />Zoning Code: one two - vehicle garage and a driveway for tandem parking for each single <br />family residence. Therefore the project would provide the off - street parking capacity <br />needed by the proposed development. (EIR, p. 4 -5.) <br />3. Impact: Would the project conflict with adopted policies, plans, or programs supporting <br />alternative transportation? <br />Finding: No Impact. (EIR, p. 4 -5.) <br />Analysis: The project would not conflict with any applicable policies and there is no <br />Orange County Transportation Authority bus service provided along East Santa Clara <br />Avenue. (EIR, p. 4 -5.) <br />5.0 Findings Regarding Less Than Significant Environmental Impacts Not <br />Requiring Mitigation <br />State CEQA Guidelines section 15091 does not require specific findings to address environmental effects <br />that an FIR analyzes and identifies as a "less than significant" impact. Nevertheless, these findings fully <br />account for all environmental categories, including environmental categories that were analyzed in the <br />EIR and determined to have a less than significant impact on the environment. The City Council hereby <br />finds that the Project will have a less than significant impact in the following resource areas: <br />A. AESTHETICS <br />1. Impact: Would the Project have a substantial adverse effect on a scenic vista? <br />Finding: Less than Significant. (EIR, p. 5 -4.) <br />Analysis: The project site is located in an area of existing urban development, and is <br />surrounded by developed parcels. The surrounding urban development indicates that <br />development of the project site would not impact views or scenic vistas from large nearby <br />freeways, including I -5, SR -55, or SR -22. (EIR, p. 5 -2, 5 -3, 5 -4.) Further, the existing <br />residential structure, and approximately 10 existing orange grove trees would remain in <br />place, providing a continuity of views from before and after the project. The existing <br />structure would be rehabilitated in a manner that maintains the existing architectural <br />character of the site. (January 2014 EIR Attachment, p. 4.) <br />2. Impact: Would the Project substantially damage scenic resources, including, but not <br />limited to, trees, rock outcroppings, and historic buildings within a state scenic highway? <br />Finding: Less than Significant. (EIR, p. 5 -.) <br />Analysis: No designated scenic highways pass through the City of Santa Ana. The <br />Scenic Corridors Element of the City of Santa Ana General Plan identifies several <br />primary and secondary City corridors, however none are located near the project site. <br />Therefore, the project site is not visually accessible to or from any scenic corridors of <br />regional or local significance.
