Sex linger Farmhouse and Orchard <br />Residential Development Project <br />CEQA Findings <br />Incorporation of GEO -1 will ensure that proposed structures and the rehabilitation of the <br />existing structure, will be done to reduce impacts posed by earthquakes to less than <br />significant. (EIR, p. 5 -45; January 2014 EIR Attachment, p. 6.) <br />2. Impact: Would the Project result in substantial soil erosion or the loss of topsoil? <br />Finding: Less Than Significant, With Mitigation. (EIR, p. 5 -44, 5 -45.) <br />Analysis: Clearing and grading for construction may expose soils to short-term wind and <br />water erosion. Implementation of erosion control measures as required by the City and <br />adherence to all requirements set forth in the National Pollutant Discharge Elimination <br />System (NPDES) permit for construction activities would ensure that any such impacts <br />are less than significant. (EIR, p. 5 -45; January 2014 EIR Attachment, p. 6.) As such, <br />the following mitigation measure would apply: <br />GEO -1: The project shall comply with all applicable standard engineering practices, <br />grading ordinances of the City of Santa Ana, County of Orange and applicable federal <br />state, and regional regulations, including the California Building Code. <br />Incorporation of GEO -1 will ensure that all required measures to reduce soil erosion and <br />loss of topsoil during the construction phases are adhered to and impacts are reduced to <br />less than significant. (EIR, p. 5 -45; January 2014 FIR Attachment, p. 6.) <br />F. HAZARDS AND HAZARDOUS MATERIALS <br />1. Impact: Would the project create a significant hazard to the public or the environment <br />through reasonably foreseeable upset and accident conditions involving the release of <br />hazardous materials into the environment? <br />Finding: Less Than Significant, With Mitigation. (EIR, pp. 5 -51, 5 -52; January 2014 FIR <br />Attachment, 7.) <br />Analysis: Construction activities, including grading, may expose surface or subsurface <br />hazardous materials. In addition, the rehabilitation of the existing structures on the <br />project site may result in the handling of lead based paint and asbestos containing <br />materials. This, this is a potentially significant impact. However, with the incorporation <br />of the following mitigation measures, this impact is reduced a level of less than <br />significant: <br />HAZ-1: An asbestos and lead containing materials survey will be performed by a <br />qualified environmental professional before any demolition permit is issued. The survey <br />will adhere to federal, state, and local regulations and will be sent to the City for <br />approval. If the survey finds asbestos containing materials (ACMs) in the structures, then <br />those materials containing ACMs will be removed and disposed of in accordance with <br />federal, state, and local laws and regulations. <br />HAZ-2: If lead -based paint is discovered during on -site investigation, all building <br />materials containing lead based paint will be removed, transported, and disposed of at <br />75B?
