Sexlinger Farmhouse and Orchard <br />Residential Development Project <br />H. NOISE <br />CEQA Findings <br />structural and non - structural BMPs. Thus with the incorporation of the following water <br />quality mitigation measures, the impacts of the project related to water quality will be <br />reduced to less than significant: <br />WQ -1: As part of the design of the proposed project, a Water Quality Management Plan <br />(WQMP) will be prepared and implemented. The WQMP will include structural and <br />non - structural BMPs, which will avoid or minimize, to the greatest extent possible, the <br />water quality impact associated with the project site. <br />WQ -2: The proposed project will require a NPDES permit and will require the <br />preparation of a SWPPP incorporating BMPs to reduce stormwater impacts during <br />construction. <br />Implementation of the above measures will ensure that BMPs limit urban pollutants to <br />the greatest extent practicable, while a SWPP will assist in reducing short-term <br />construction impacts. As a result, this impact is reduced to less than significant. (EIR, <br />pp. 5 -53, 5 -54; January 2014 EIR Attachment, p. 7.) <br />Impact: Would the project expose persons to or generate noise levels in excess of <br />standards established in the local general plan or noise ordinance, or applicable standards <br />established by other agencies? <br />Finding: Less Than Significant, With Mitigation. (EIR, pp. 5 -58, 5 -59, 5 -60; January <br />2014 EIR Attachment, p. 8) <br />Analysis: Construction noise levels will likely be heard at the nearest noise sensitive land <br />uses. However, the City of Santa Ana has construction regulations in place that prohibit <br />construction noise during certain hours. Incorporation of the following mitigation <br />measure will ensure consistency with City requirements and mitigate this impact to less <br />than significant: <br />N0I -1: Prior to issuance of a grading permit, the contractor shall provide evidence <br />acceptable to the City of Santa Ana that all construction equipment, fixed or mobile, shall <br />be equipped with properly operating and maintained mufflers. Construction activities <br />shall be limited between the hours of 7:00 AM and 8:00 PM on weekdays, including <br />Saturdays, and prohibited any time on Sundays or federal holidays. <br />Incorporation of NOI -1 will ensure that construction noise complies with applicable local <br />noise regulations. Impact: Would the project result in a substantial temporary or periodic increase in <br />ambient noise levels in the project vicinity above levels existing without the project? <br />Finding: Less Than Significant, With Mitigation.
