Sexiinger Farmhouse and Orchard <br />Residential Development Project CEQA Findings <br />The project, in conjunction with cumulative development in the vicinity, will not increase urbanization as <br />the City is already built -out, developed, and urban in nature. Land use compatibility impacts are a <br />function of the relationship between a project and the immediate environment. Here, the parcels adjacent <br />to the project are existing residential uses and will be similar in character, scope and use as those <br />developed on the project site. Cumulative impacts are less than significant. (EIR, p. 5 -56.) <br />J. CUMULATIVE NOISE IMPACTS <br />Short-term construction noise will be localized and temporary. Noise at the project site as well as at <br />cumulative project sites in the vicinity must adhere to the City's construction noise ordinance which <br />prohibits construction noise in the evenings on weekdays and all day on Sundays and federal holidays. <br />Therefore construction- related impacts are less than significant. (EIR, p. 5 -59.) <br />Long -term noise impacts of the project will be generated by traffic along existing streets. Such ambient <br />noise will not exceed the City's noise level standard of 65 dBA CNEL or the interior noise standard of 45 <br />dBA CNEL. Therefore, cumulative operational impacts are less than significant. (EIR, p. 5 -60.) <br />K. CUMULATIVE POPULATION AND HOUSING IMPACTS <br />Implementation of the project and other planned projects in the area would result in the increase of <br />population within the City. However, it can be reasonably assumed that population growth has been <br />taken into account in the City of Santa Ana General Plan Housing Element. Further, the project would <br />support the City's share of the regional housing need. Therefore, cumulative impacts are less than <br />significant. (EIR, pp. 5 -61, 62.) <br />L. CUMULATIVE PUBLIC SERVICES IMPACTS <br />The project, in conjunction with other planned projects, would result in the increase of population within <br />the City and an attendant increase in demand on public services. However, each project would be <br />required to comply with regulations including development impact fees and fair share contribution fees to <br />mitigate cumulative impacts. As such, impacts are less than significant. (EIR, p. 5 -63.) <br />M. CUMULATIVE RECREATION IMPACTS <br />Implementation of the proposed project would result in an increased demand for recreation services and <br />facilities, specifically at Portola Park. However, each project would be required to comply with <br />regulations including development impact fees and fair share fees, on a project -by- project basis. As a <br />result, cumulative impacts are less than significant. (EIR, p. 5 -64.) <br />N. CUMULATIVE TRANSPORTATION AND TRAFFIC IMPACTS <br />The proposed project will contribute to a cumulative (future scenario) traffic impact at the intersection of <br />Santa Clara Avenue and Wright Street. However, mitigation measure TRF -2 will ensure that the project <br />provides funding for its share of mitigating this cumulative impact with a traffic signal.
