use designations are proposed in conjunction with the areas reverting <br />back to convention zoning, creating additional Medium Density Residential <br />(MR -15) in keeping with the existing land uses and lot characteristics. <br />D. Approval of General Plan Amendment No. 2014 -02 supports the City's <br />efforts to meet Goal #3 Economic Development, Objective #2 Create new <br />opportunities for business /job growth and encourage private development <br />through new General Plan and Zoning Ordinance policies), Goal #5 <br />Community Health, Livability, Engagement and Sustainability, Objective #3 <br />(Facilitate diverse housing opportunities and support efforts to preserve and <br />improve the livability of Santa Ana neighborhoods) and Objective #4 <br />(Support neighborhood vitality and livability). <br />E. The City Council also adopts as findings all facts presented in the Request <br />for Council Action dated September 16, 2014 accompanying this matter. <br />F. For these reasons, and each of them, General Plan Amendment No. 2014- <br />02 is hereby found and determined to be consistent with the General Plan of <br />the City of Santa Ana and otherwise justified by the public necessity, <br />convenience, and general welfare. <br />G. At the duly noticed public hearing held on September 16, 2014, the City <br />Council, by resolution, certified that Final Environmental Impact Report No. <br />2014 -01, prepared for the proposed Harbor Mixed Use Transit Corridor <br />Specific Plan (SP -2), was completed in compliance with the California <br />Environmental Quality Act (CEQA) (Public Resources Code § 21000 et <br />seq.), was presented to the City Council for review and consideration, and <br />reflects the City of Santa Ana's independent judgment and analysis; and, <br />approved the Mitigation Monitoring Program, CEQA Findings of Fact and <br />Statement of Overriding Considerations. At the September 16, 2014, <br />meeting, the City Council also adopted an ordinance approving <br />amendments to various zoning designations (AA No. 2014 -01), and adopted <br />an ordinance approving amendments to various zoning provisions of Santa <br />Ana Municipal Code Chapter 41 (ZOA No. 2014 -01). This resolution <br />incorporates by reference, as though fully set forth herein, the ordinances, <br />resolution and the Final Environmental Impact Report, Mitigation Monitoring <br />Program, CEQA Findings of Fact and Statement of Overriding <br />Considerations, and all of their respective findings and conclusions in <br />support of this resolution. <br />Section 2. The City Council hereby approves General Plan Amendment No. <br />2014 -02. In addition to the amendment to the General Plan Land Use Plan maps, various <br />text and maps in the General Plan Land Use Element and Urban Design Element are <br />updated to reflect the buildout and urban form detailed in the Harbor Corridor Mixed Use <br />Specific Plan, and maintain consistency with the City's General Plan vision. The General <br />Plan Land Use Designations and General Plan Land Use and Urban Design Element <br />Amendments are hereby approved and attached hereto as Exhibit "A" and incorporated by <br />this reference as though fully set forth herein.
