D. Approval of Amendment Application No. 2014 -01 supports the City's efforts <br />to meet Goal #3 Economic Development, Objective #2 Create new <br />opportunities for business /job growth and encourage private development <br />through new General Plan and Zoning Ordinance policies), Goal #5 <br />Community Health, Livability, Engagement and Sustainability, Objective #3 <br />(Facilitate diverse housing opportunities and support efforts to preserve and <br />improve the livability of Santa Ana neighborhoods) and Objective #4 <br />(Support neighborhood vitality and livability). <br />E. The City Council also adopts as findings all facts presented in the Request <br />for Council Action dated September 16, 2014, and the Request for Council <br />Action dates October 7, 2014, accompanying this matter. <br />F. For these reasons, and each of them, Amendment Application No. 2014 -01 <br />is hereby found and determined to be consistent with the General Plan of <br />the City of Santa Ana and otherwise justified by the public necessity, <br />convenience, and general welfare. <br />G. At the duly noticed public hearing held on October 7, 2014, the City Council, <br />by resolution, certified that Final Environmental Impact Report No. 2014 -01, <br />prepared for the proposed Harbor Mixed Use Transit Corridor Specific Plan <br />(SP -2), was completed in compliance with the California Environmental <br />Quality Act (CEQA) (Public Resources Code § 21000 et seq.), was <br />presented to the City Council for review and consideration, and reflects the <br />City of Santa Ana's independent judgment and analysis; and, approved the <br />Mitigation Monitoring Program, CEQA Findings of Fact and Statement of <br />Overriding Considerations. At the October 7, 2014, meeting, the City <br />Council also adopted a resolution amending the City's general plan (GPA <br />No. 2014 -02), and adopted an ordinance approving amendments to various <br />zoning provisions of Santa Ana Municipal Code Chapter 41 (ZOA No. 2014- <br />01). This ordinance incorporates by reference, as though fully set forth <br />herein, the ordinance, resolutions and the Final Environmental Impact <br />Report, Mitigation Monitoring Program, CEQA Findings of Fact and <br />Statement of Overriding Considerations, and all of their respective findings <br />and conclusions in support of this ordinance. <br />Section 2. Pursuant to the adoption of the Harbor Mixed Use Transit Corridor <br />Specific Plan, 120 acres from the SP -2 zoning designation, primarily in and around the <br />Willowick Golf Course, is hereby reclassified from SP -2 to Single Family Residential (R1), <br />Two - Family Residential (R2), or Open Space (0). In addition, a few properties along Fifth <br />Street currently zoned Community Commercial (C2) are hereby reclassified to be added to <br />the SP -2 boundaries. Amended Sectional District Map numbers 9 -5 -10, 10 -5 -10, and 15- <br />5-10 showing the above described changes in use district designation, are hereby <br />approved and attached hereto as Exhibit "A" and incorporated by this reference as though <br />fully set forth herein. (AA No. 2014 -01). <br />Section 3. This Ordinance shall not be effective unless and until Resolution <br />No. 2014 -xxx, Resolution No. 2014 -xxx, and Ordinance No. 2014 -xxx become effective. <br />If said Resolutions and Ordinance are for any reason held to be invalid or <br />Ordinance No. NS -xxx <br />Page 2 of 5 75A-96 <br />
