City of Santa Ana, CA I SURER RATE STUDY <br />BRE Replacement Prioritization <br />Using the results of the BRE analysis and replacement costing table, each sewer main pipe segment was <br />ranked from highest to lowest risk and assigned a replacement cost estimate. Since <br />this score is based on the product of PoF times CoF factors, it gives equal consideration for both factors. <br />Typically, different R &R strategies are applied to address these two considerations. <br />Based on the BRE heat map graphic results, the ranked assets were then grouped into logical R &R <br />strategies. Figure D 4 shows the same BRE heat map graphic as before, but color coded by strategy <br />group.
