Preliminary Environment Study (PES) <br />• Time Warner — fiber optic cable <br />• Metrolink — signal and communication fiber optic <br />The affected utilities shall be relocated in accordance with State law and regulations and County and <br />City policies. There shall be ongoing coordination between the City of Santa Ana, the affected <br />agencies, and the utility companies in order to minimize potential disruption of utility service. No <br />adverse effects to public services are anticipated. <br />29. Will the project affect access to properties or roadways? Access would be modified at the <br />following APNs. <br />• 398-092-11 (temporary and permanent impact) — driveway approach would be reconstructed <br />within the public right-of-way <br />• 398-101-16 (temporary and permanent impact) — access would be relocated from Fuller Street to <br />Fruit Street <br />• 398-202-09 (temporary impact) — driveway approach would be reconstructed within the public <br />right-of-way <br />• 398-205-05 (temporary impact) - driveway approach would be reconstructed within the public <br />right-of-way <br />• 398-361-01 (temporary impact) — access along Terminal Street may be temporarily impacted <br />during construction <br />• 398-204-04 (Santa Ana Transportation Center) (temporary and permanent impact) — <br />reconstruction of the access and circulation would occur to ensure that access and circulation <br />remains suitable within the Santa Ana Transportation Center <br />With regard to roadways, the connection of Logan Street to Santa Ana Boulevard will be permanently <br />eliminated and a cul-de-sac will be constructed at the end of Logan Street. Impacts to property and <br />roadway access will be evaluated further in the Community Impact Assessment that is prepared. <br />30. Will the project involve changes in access control to the State Highway System (SHS)? The <br />proposed project would not result in a change in access control. Some construction activity will occur <br />to the west of the intersection of Santa Ana Boulevard and the Interstate 5 off- and on -ramps, <br />however, this would not result in a change in access control. <br />31. Will the project involve the use of a temporary road, detour, or ramp closure? During <br />construction the project proposes to construct a temporary two track shoofly (temporary) railroad <br />alignment for the purpose of constructing the underpass structure while maintaining railroad service, <br />which is to be constructed beginning just south of the existing Metrolink crossing of 1-5 and <br />terminating south of the Santa Ana Transportation Center near 4t" Street. This shoofly alignment <br />would be located east of the existing railroad alignment. The project also proposes to construct a two- <br />lane detour road south of Santa Ana Boulevard, which would be used by traffic during the <br />construction of the underpass bridge and its approaches. The project also proposes to use Fruit <br />Street as a detour route during the final phase of construction. New right-of-way, including both <br />permanent acquisition and temporary easements, will be needed for the construction of the shoofly <br />and detour road. <br />32. Will the project reduce available parking? As shown under Item 24, there would be sixteen full <br />acquisition parcels as part of the proposed project. The parking at all of these locations would be <br />removed, however, this parking is for the property where the use would be removed and therefore the <br />parking would no longer be required. This situation is present for all but one of the sixteen full <br />acquisition parcels. At APN 398-208-01 there are approximately 13 parking spaces. These spaces <br />are used by APN 398-101-16. The project shall require a portion of the existing building located on <br />parcel 398-101-016 to be removed. This potential decrease in building square footage may result in a <br />decrease of the required parking spaces, offsetting the required spaces needing replacement. In <br />
