25F -90 <br />Richard Joe <br />Electrical Engineering <br />Overview <br />Mr. Joe is an electrical engineer more than 35 years of experience in <br />electrical planning, design, specifications, testing, troubleshooting, and <br />resolving electrical system faults. Twenty five of those years were focused <br />on the interface of materials handling equipment with suitable electric <br />power and the interaction of the machines with facility infrastructure. <br />Materials handling equipment included ship to shore (quayside) container <br />cranes, lmdside stacking cranes, conveyors used to move containerize <br />Areas of Expertise <br />cargo, break bulk, loose bulk, and machines that is used to move cargo. <br />Specialized Container Handling Cranes <br />His involvement also included vertical -lift bridges and elevators. <br />Electric Power, Control Systems, and <br />He has worked with the Port of Los Angeles (POLA) for 27 years on <br />Electronic Sensors <br />various container cranes and material handling machines and their <br />Crane Power Systems for Maximum <br />interface with wharves and electric utilities. He began his career with <br />Utility Electric Power Source <br />POLA working directly with crane drives with POLA electricians and <br />Power Quality Analysis <br />machinists performing design, troubleshooting faults, and implementing <br />Railroad Signalization <br />modifications. Eventually, crane ownership evolved away from the Port <br />Years of Experience <br />of Los Angeles to the shipping companies. I-Ie continued to provide <br />With URS: <1 Year <br />service to POLA and the slipping companies engaging in review of crane <br />With Other Firms: 37 Years <br />design and performance and quality specifications. <br />Education <br />He also has experience in co- generation, electric plan review, electric <br />BS /Electronics Engineering /1976/ <br />component testing, and as a marine electrician in the U.S. Navy. As a lead <br />California State Polytechnic University <br />electrician he was involved with electric power generation and <br />Graduate Courses /Electrical <br />distribution. <br />Engineering and Economics /1977/ <br />Project Specific Experience <br />California State University, Los <br />Angeles <br />Project Manager, Modification of Quayside Container Cranes, San <br />Pedro, CA, Port of Los Angeles (POLA): Coordinating the installation <br />of quayside container cranes for proper and safe interface of cranes with <br />the wharf structure and balancing crane power needs with available utility <br />electric power without over providing electrical capacity. <br />Port Electrical Engineer, Technical and Advisory Services, San <br />Pedro, CA, Port of Los Angeles (POLA): Provided advisory and <br />technical services to POLA terminal operators for the alteration of diesel <br />engine powered stacking cranes to alternative electric utility power under <br />testing conditions monitoring $L2M to $2M planning, design, developing <br />specifications, and implementation of additional $2M infrastructure <br />planning, design and the construction phase. Further tasks include the <br />coordination of the machines to prevent machine collisions and ability for <br />the machines to avoid overlap. <br />Port Electrical Engineer, Design and Specifications to Replace and <br />Upgrade outdated DC Variable Speed Drives, San Pedro, CA, Port <br />of Los Angeles (POLA): Provided design and specifications to replace <br />and upgrade outdated DC variable speed drives on quayside container <br />cranes to AC variable speed drives, upgrade controls and communication <br />interface. <br />25F -90 <br />
