Glossary of Terms <br />Authorized Representative /Authorized Organization Representative/Certified <br />Authorizing Official - An official of the institution with the authority, in accordance <br />with applicable law and requirements, to apply for federal support and /or enter into <br />agreements and /or sign grant - related documents. <br />Cash Contributions - The grantee's cash outlay for budgeted project activities, including <br />the outlay of money contributed to the grantee by third parties. <br />Central Contractor Registration (CCR) - See "System for Award Management." <br />Cost Sharing - The portion of the costs of a project not charged to IMLS funds. This <br />would include cash contributions (as defined above), the value of grantee contributions of <br />property and services (valued in accordance with the applicable cost principles), and the <br />value of third -party in -kind contributions. <br />Data Universal Numbering System (D- U -N -S@) Number - The nine -digit number <br />established and assigned by Dun and Bradstreet, Inc. (D &B) to give business entities a <br />unique designation. A D- U -N -S@ Number may be obtained from D &B by telephone or <br />the Internet (currently at http..,fedaov.dnb.comFwebfrnnn). <br />Debarment - An action taken by an agency to exclude an organization from participating <br />in Federal grants and contracts. (IMLS debarment and suspension regulations are found <br />at 2 CFR Part 3185 and 2 CFR Part 180). <br />Equipment - Tangible non - expendable personal property having a useful life of more <br />than one year and an acquisition cost of $5,000 or more per unit. <br />FFATA - The Federal Funding Accountability and Transparency Act, as amended <br />(currently at www.fsrs.gov). <br />Grant - A legal instrument of financial assistance between IMLS and a recipient to enter <br />into a relationship that enables the recipient to carry out a public purpose. <br />Grant Period - The span of time designated in the grant award notification or an <br />amendment, dining which you, as the grantee, have the authority to obligate grant funds <br />and undertake project activities. <br />Grantee - The organization to which a grant is awarded and which is accountable for the <br />use of the funds provided. <br />Indian tribe - "Indian tribe" means any tribe, band, nation, or other organized group or <br />community, including any Alaska native village, regional corporation, or village <br />corporation (as defined in, or established pursuant to, the Alaska Native Claims <br />iii <br />
