ENVIRONMENTAL IMPACT REPORTADDENDUM <br />Bristol Street Widening Phase IIIA — Civic Center Drive to Washington Avenue <br />Mitigation Measures <br />No new additional mitigation measures are required. <br />g.) Impair implementation of or physically interfere with an adopted emergency response plan or <br />emergency evacuation plan? <br />During construction, the disruption of traffic and access along Bristol Street between Civic Center Drive <br />and Washington Avenue would temporarily affect the mobility of emergency vehicles. However, <br />provisions would be made for interim access through the Project corridor and to adjoining properties; <br />traffic control plans would be prepared detailing provisions for vehicular movement and access through <br />the Project corridor during construction. Advance warning and information signs would be used to inform <br />motorists during the construction process. It is expected that two -way travel would be maintained along <br />Bristol Street during construction. Although the proposed Project may interfere with an emergency <br />evacuation plan, it would be short term during construction and mobility would improve once the Project <br />is completed. Compliance with mitigation measures from the 1990 FEIS /EIR would ensure that impacts <br />are not greater than previously analyzed in the 1990 FEIS/EIR. <br />Mitigation Measures <br />No new additional mitigation measures are required. <br />h.) Expose people or structures to a significant risk of loss, injury or death involving wildland fires, <br />including where wildlands are adjacent to urbanized areas or where residences are intermixed <br />with wildlands? <br />The proposed Project is located in a highly urbanized area of the City of Santa Ana. There are no <br />wildlands in the Project vicinity and no new significant impacts would result with Project <br />implementation. <br />Mitigation Measures <br />No new additional mitigation measures are required. <br />3.9 Hydrology and Water Quality <br />This section corresponds with Section IV - Environmental Consequences and Mitigation Measures, <br />Subsections C - Erosion Impacts, D - Floodplain /Floodway Encroachment, and F - Water Quality of the <br />1990 FEIS /EIR. <br />a.) Violate any water quality standards or waste discharge requirements? <br />Under Section 402 of the Clean Water Act (CWA), the EPA has established regulations under the NPDES <br />program to control direct storm water discharges. The proposed Project would be required to comply with <br />the NPDES program for the Santa Ana Regional Water Quality Control Board. <br />Construction Activities <br />Grading and excavation and use of hazardous materials during Project - related construction activities <br />would create potential sources of polluted discharge. The construction contractor is required to conforin <br />to the requirements of the General Permit for Discharges of Storm Water Associated with Construction <br />Activity. Pursuant to the CWA, in 2009 the State Water Quality Control Board issued a statewide General <br />Construction Permit for stonnwater discharges from construction sites (NPDES No. CAS000002; Order <br />ANA 305 -011 (PER 02) CITY OF SANTA ANA (01/19/2015) YU PAGE 43 <br />75B -62 <br />
