ENVIRONMENTAL IMPACT REPORTADDENDUM <br />Bristol Street Widening Phase IIIA— Civic Center Drive to Washington Avenue <br />recommended in the Bristol Street Corridor Study — Final Report prepared by Motile, Grover & <br />Associates (1983). It was also recommended in the Arterial Highway Element — Santa Ana Element — <br />Santa Ana Transportation Corridor State II Alternative Analysis prepared by Parsons, Brinkerhoff, <br />Quade and Douglas, Inc. (1983). The proposed widening is also consistent with the recommendation <br />found in the Intercity Liaison Committee — Five -Year Transportation Study Update to 1990 prepared by <br />Basmaciyan- Darnell, Inc. (1985). Furthermore, the proposed Project would improve traffic operations <br />through the Project corridor. Impacts would be similar to those identified in the 1990 FEIS /EIR. <br />Mitigation Measures <br />No new additional mitigation measures are required. <br />b.) Conflict with an applicable congestion management program, including, but not limited to level <br />of service standards and travel demand measures, or other standards established by the county <br />congestion management agency./or designated roads or highways? <br />The proposed Project would result in an improvement to Bristol Street from Civic Center Drive to <br />Washington Avenue. Within the Project limits, Bristol Street would be widened from four to six lanes. <br />The proposed Project includes the addition of a westbound right -turn lane on Washington Avenue at <br />Bristol Street, and also eliminates the eastbound through movement on Washington Avenue at Bristol <br />Street to match existing conditions; elimination of this through movement along Washington Avenue <br />would not result in a reduction in level of service as evaluated in the 1990 FEIS /EIR. The Project would <br />result in improved traffic flow and LOS along the roadway; therefore, the proposed Project would not <br />cause the County congestion agency's LOS standards to be exceeded. Impacts would be similar to those <br />identified in the 1990 FEIS /EIR. <br />Mitigation Measures <br />No new additional mitigation measures are required. <br />c.) Result in a change in air traffic patterns, including either an increase in traffic levels or a <br />change in location that results in substantial safety risks? <br />The closest airport to the site is John Wayne — Orange County Airport, located more than five miles <br />southeast of the Project site; the proposed Project would have no impact on air traffic patterns. The <br />proposed Project would not introduce any new risks or increase risks. Impacts would be similar to those <br />identified in the 1990 FEIS/EIR. <br />Mitigation Measures <br />No new additional mitigation measures are required. <br />d.) Substantially increase hazards dice to a design feature (e.g., sharp curves or dangerous <br />intersections) or incompatible uses (e.g., farm equipment)? <br />The proposed Project would improve the traffic flow along Bristol Street from Civic Center Drive to <br />Washington Avenue, and would not create any sharp curves or other incompatible uses. The proposed <br />Project would not create any significant hazards beyond what was previously analyzed.
