City of Santa Ana <br />Chapter 3. Environmental Impact Analysis <br />identified, and the proposed project would not represent a substantial change front the previous <br />conclusions in The Met IS /MND. <br />Applicable Mitigation Measures <br />Mitigation Measure PS -1: Consistent with City, Santa Ana Unified School DiatrlctSAUSD, and <br />California Government Code Section 65995 requirements, the project applicantwill pay statutory <br />school fees prior to issuance of building permits. The school fees paid will be those that are in effect <br />at the time of receipt of building permits. <br />3.2.6 Traffic <br />The Met IS /MND found that the previous project would result in less- than - significant impacts after <br />Implementation of mitigation related to conflicts with an applicable plan and substantially <br />increasing hazards because of a project design feature. No impacts or less - than - significant impacts <br />were found to occur related to an applicable congestion management program, changes in air traffic <br />patterns, inadequate emergency access, and conflicts with adopted policies regarding public transit, <br />bicycle, or pedestrian facilities. <br />Although the proposed project Includes minor modifications to project elements, such as shortening <br />the construction schedule and moving access to the parking garage to via the shared driveway <br />between the project site and the parking structure to the east, impacts are expected to be similar to <br />those analyzed and disclosed in The Met IS /MND. Furthermore, the proposed projectwould be <br />required to implement all mitigation measures as proposed in The Met IS /MND, which are listed <br />below, No additional or new significant impacts that were not previously addressed in The Met <br />IS /MND have been identified, and the proposed projectwould not representa substantial change <br />from the previous conclusions in The Met IS /MND, <br />Applicable Mitigation Measures <br />Mitigation Measure TR•1: Prior to issuance of construction permits, the project applicant will <br />develop a Construction Management Plan in coordination with the City of Santa Ana Traffic Engineer <br />to address the following issues: <br />• Designate traffic control for any street closure, detour, or other disruption to traffic circulation. <br />• Identify the routes that construction vehicles will utilize for the delivery of construction <br />materials (i.e., lumber, dies, piping, windows), to access the site, traffic controls and detours, and <br />proposed construction phasing plan for the project. <br />0 Specify the hours during which transport activities can occur and methods to mitigate <br />construction - related impacts to adjacent streets. <br />• Require the contractor to keep all haul routes clean and free of debris including but not limited <br />to gravel and dirt as a result of its operations. The applicant will clean adjacent streets, as <br />directed by the City Traffic Engineer (ora representative of the City Traffic Engineer), of any <br />material which may have been spilled, tracked, or blown onto adjacent streets or areas. <br />Allow hauling or transport of oversize loads between the hours of 9:00 AM and 2:00 PM only, <br />Monday through Friday, unless approved otherwise by the City Traffic Engineer.
