City Council, or to both <br />such authorities, as it may see fit; <br /> <br /> (d) Recommend to the City Council, after · public hearing there-- <br />on held after st least a five-day public notice, the adoption, amendment, <br />or repeal of civil service rules and regulations. <br /> <br /> ARTICLE X <br /> CIVIL SERVICE <br /> <br /> Section 1000. MERIT BASIS OF APPOINTMENT. Appointments <br />and promotions in the Competitive Service of the City shall be made <br />according to merit and fitness and from eligible lists to be established in <br />accordance with civil service rules and regulations adopted in the man- <br />ner provided in this Charter. <br /> <br /> Section 1001. CIVIL SERVICE RULES AND REGULATIONS. Civil <br />service rules and regulations as provided for in this Article shill hive <br />the force and effect of law only after having been adopted in an ordin- <br />ance or ordinances by tho City Council. <br /> <br /> The civil service rules and regulitions shall provide for such mat- <br />tars as the City Council and the Personnel Board rely deem necessary, <br />proper, or expedient to carry out the intent and purpose of the civil <br />service provisions of this Charter. <br /> <br /> Section 1002. COMPETITIVE AND EXCEPTED SERVICE. The civil <br />service of the City shall be divided into the Competive Service and the <br />Excepted Service. <br /> <br /> The Excepted Service shall comprise the following off~ces and <br /> <br />positions: <br /> I. <br /> 2. <br /> 3. <br /> 4. <br /> 5. <br /> 6. <br /> 7. <br /> 8. <br /> <br /> The individual offices hold by all elective officers; <br /> <br /> The City Manager ind an Assistant City Manager, if any; <br /> The City Attorney and his legsl assistants, if any; <br /> <br /> The Director of Finance; <br /> The Director of Personnel, if any; <br /> <br /> One private secretary to the City Manager; <br /> All posts as members of hoards lad commissions; <br /> <br /> Positions occupied by persons employed to render profes- <br /> sional, scientific, technical, or expert service of an occasional and <br /> exceptional nature; <br /> <br /> 9. Positions in any class or grade created for a special or tern- <br />· poriry purpose, and which ore to exist for a period Qf not longer <br /> than ninety days; <br /> <br /> 10. Positions of any class or grade exempted from the Compet- <br /> itive Service for a maximum period of six months in any calendar <br /> <br /> --31 -- <br /> <br /> <br />
