FORM OF GOVERNMENT. The munlcipsl govern- <br />ment established by this Chsrter shall be known as the "Council. <br />Manager" form of government. <br /> <br /> ARTICLE IV <br /> CITY COUNCIL <br /> <br /> Section 400. CITY COUNCIL: NUMfiER, SELECTION, AND TERMS <br />OF MEMfiERS. The City Council shall consist of five members elected <br />from the City at large at tho tlmec and in the manner provided in this <br />Charter for s term of four years. The term of each member shall begin <br />the first Tuesday foflowing such election and esch shall serve, except as <br />otherwise provided for in this Charter, until his successor is elected and <br />qualified. If, at any municipal election for members of the City Council, <br />there shall be no choice between candidates by reason of two or more <br />candidates having received an equal number 'of votes, then the City <br />Council shall proceed to determine tho election of such candidates by lot. <br /> At the first election under this Charter es provided in Article XII the <br />three members elected to tho City Council receiving the highest number <br />of votes shall hold office until the second Tuesdsy of ,a~oril, 1957, and <br />the two members receiving the lowest number of votes shall hold offlse <br />until the ~ecofld Tuesday of April, 1955. <br /> Section 401.' CITY COUNCIL: QUALIFICATIONS OF MEMBERS. <br />Each member of the City Counci~ shall be a qualified elector of the City <br />and shall have resided in said City for at least two years next preceding <br />the date of his election or appointment, if a member of the City Council <br />shall casse to be a qualified elector of the City or shill be convicted of a <br />crime involving moral turpitude, his offlce shall immediately become <br />vacant and be so declared by the City Council. <br /> Section 402. CITY COUNCIL: COMPENSATION OF MEMBERS. <br />Each member of the City Council shall receive as compensation for his <br />services as such a monthly salary in the sum of Seventy-five Dollars <br />($7'5.00). Further, each member of the City Council shsll receive reim- <br />bursement far required travel and other expenses while on official busi- <br />ness outside the City as authorized and approved by the City Council. <br /> <br /> Absence of a member of the City Council from ell regular end <br />special meetings of the City Council during say calendar month shall <br />render him ineligible to receive the monthly salary for such a calendar <br />month unless by permission of the City Cc~uncll expressed in its offlcisl <br />minutes. <br /> <br /> Section 403.
