1.3.17 PRF. -PROPOSAL CONFERENCE -A pre -proposal conference will be held on <br />Wednesday, December 17, 2014 at 9:00 a.m. at the City Hall, 20 Civic Center <br />Plaza, Santa Ana, CA — Meeting Room 2001, second floor. Please RSVP to <br />Silvia Cuevas, (714) 647-5254, by Monday, December 15, 2014. Proposers are <br />strongly encouraged to attend. <br />1.4 PROTESTS <br />Bidders may file a "protest" of a RFP with the City's Purchasing Department, In order <br />for a Bidder's protest to be considered valid, the protest must: <br />A, Be filed in writing within five (5) business days of either the RFP posted date or <br />before 5:00 p.m. of the 5th business day following the posting of Bid <br />Results/Notice of Intent to Award Contract on the City's website; <br />B. Clearly identify the specific irregularity or accusation; <br />C. Clearly identify the specific City staff determination or recommendation being <br />protested; <br />D. Specify, in detail, the grounds of the protest and the facts supporting the protest; <br />and <br />E. Include all relevant, supporting documentation with the protest at time of filing. <br />If the protest does not comply with each of these requirements, it will be rejected <br />as invalid. If the protest is valid, the City's Purchasing Manager, or other designated <br />City staff member, shall review the basis of the protest and all relevant information. <br />The Purchasing Manager will provide a written decision to the protestor within fourteen <br />(14) calendar days. The protestor may then appeal the decision of the Purchasing <br />Manager to the Assistant Finance Director within five (5) calendar clays of the date of <br />the written decision from the Purchasing Manager, The Assistant Finance Director will <br />provide a written decision to the protestor's appeal. The decision from the Assistant <br />Finance Director is final and no further appeals will be considered. <br />
